sorry i just figured it out so when you extract before you install you se a codex file. copy all the contens in the file and paste in the main folder after download. then launch as administrator then your done. hopfuly this helped
can you please for future give the new expansion dlc alone too so that the people who already have game with old dlc do not need to download the whole game again.
I'm not sure if this is caused by a mod or not but I can confirm Relaxation Station and Rock City radio won't play any track in my game, they just air constant commercials. Anyone knows how to fix this?
If you talk about the dlc, then probably yes. I've done the same with Fallout 4. Legit base game, cracked dlc in the steam folder, and it pass. Steam doesn't recognize them as aquire (of course) but you can still access to them. PS: Sorry for that bad english.

Yes you can. To get to the mod folder you want to go to hold down the windows key and r at the same time. You should see a tab pop up on the bottom left of your screen. You then want to type in %appdata% and click enter. Then at the file explorer that popped up you will see the directory at the top that looks like [your name]>appdata>roaming. Click on app data, and then on local. Then Colossal Order
Cities_Skylines>Addons>Mods. Then install the mods that you want into that folder.

i SOLVED IT, YOU NEED TO CRACK THE GAME COPING SOME FILES INTO THE INSTALLATION FOLDER.COPY TIS FILES STEAM API STEAM API 64 AND STEAM EMU ,THERE ARE IN THE ISO FILE.
But this has every DLC so far, not only dark night, snowfall and natural disasters... You save the mods and assets, reinstall cities (takes at most 10 minutes), copy assets back (most mods break), and you are done...
