I had the same problem and updating the steam emulator worked for me. Google "goldberg emulator", click the first link and download the latest build, then replace steam_api.dll in the game folder with the one from the zip.
Edit: nvm that only got it to boot. Now it's crashing at the title screen, I'll update this comment if I figure it out.
I uh.. kinda forgot to send the most likely cause of the problem here after I solved it, but it has something to do with framerate as setting my refresh rate to 60 fixed the problem (if you have say a laptop that doesn't allow you to change it in the settings, then look for a program called CRU, that worked for me)
Ah true, this monitor only runs at 60 so I must have a different problem. Turns out the game is still buyable and pretty cheap so I just bought it and it runs fine.
