Hey IGG I believe this game is missing the crack, because trying to open the executable will redirect me to the Steam store page for the game, and theres not another exe in the game folder :/

Yep indeed it was missing the crack, in case anyone else is wondering, I just used the crack from another game from this website (Mother Russia Bleeds), copy steam_api64.cdx, steam_api64.dll and start_emu.ini from that folder to blade ballet folder and it will work.
