Here's a forum community that work and run a free server for PhantasyStarUniverse, also searching "offline fix" for a launcher that perfectly work, i used it for playing solo-offline. I do not know how to send a personal mess to you. Are you sure you can't find the PSU-Clementine community in the search engine? It should appear in dozens of pages.
The site & community is called: PSU-Clementine (.net), i see it in search should appear over reddit, twitter, pso-world, etc. But i see at the moment (posted 19 march 2020, on the main page other the forum) the server is down for updates. ^_^
