For me, I just launched by clicking the launcher. Not sure if that has anything to do with it.

Every time i got to launch the launcher.exe it pops up for a half sec then closes

How to make tracks with google maps? when i want to put coordinates it is like locked (grey letters)

You have first to register on google maps API and set your API key on the Race Track Builder Software. Click on the blue question mark near the locked coordinates (grey letters) to get a step by step solution from http://racetrackbuilder.com website.
