The developers of this game are quite foolish, they named some of the files too long, making them inaccessible to Windows. You should know that Windows limits the number of characters in file paths. If a file is located in a path that's too long, Windows won't be able to process it, resulting in an error.
To fix this, install the game in a very short path, for example, "D:\a".
You are correct, but this character limit set by Windows is 260 characters. While this might've still been the issue, this particular path was 257 characters. I agree that much of the naming is redundant and they were foolish to make it so long.
For Unarc.dll error code -11, a solution is to open Run (Win+R), type msconfig, in popup window go to Boot tab, for selected current OS select the Advanced Options button, make sure "Number of Processors" box is checked enabled, then in the drop down below select 10 for the number of processors. Click OK, Apply, OK, then exit. Restart system. If error persists during game, uninstall and reinstall now that you've applied these settings to Windows.
