For anyone having problems with steam opening up, copy codex.ini and steam_api.dll from Higurashi hou chapter 1.

if it opens a steam page for you, just copy steam_api.dll from another chapter.

For some reason it doesn't work for me.
It opens steam even if i block internet.
I'll check if the original release has some info about it.

Yes, this is the third chapter of eight. Keep reading as it only gets better. I can confirm this as I've completed the original version of the game. The finale is awesome.
