What can be said about the legality of this "game"? Epic Games along with Warner Bros developed "The Matrix Awakens" as a tech demo two years ago on the XBox and PS5 and then released the city environment scene as a free to use asset for devs, so it looks like there are won't be an army of lawyers from Epic Games and Warner Bros going after the Netlex devs for using the free assets for "creating" this open world "game".

It's too bad that Epic Games didn't make a full rail shooter game out of the chase scene from the demo. IMHO, Epic Games could have expanded it with more levels with different scenarios like maybe a gun fight against agents inside a tightly spaced building, in a chase in the river with speedboats or even up in the open sky while every combatant is flying - The potential could have been almost limitless for such a game! Still, those of us who don't have a Xbox Series X, Xbox Series S or PS5, can now try out part of the tech demo on the PC with this open world "game".

I remember trying out the tech demo on PS5. And as impressive as the graphics looked, I was slightly disappointed that our actions and interaction with the environment were 'limited'. And you're right, they could have done so much more.

Maybe Epic Games will release the chase scene as well as a free to use asset in the future and some other dev will expand upon what Epic Games started. We can only hope ...
