I think I found the solution to the crash issue since I finally got the game to work for me:

  1. If this is your first Kairosoft game, download a different one from IGG (I used Mega Mall Story 2 in this case and haven't tested it with other games)

  2. Extract the files

  3. Open the other Kairosoft game's folder (not Cafe Master Story) and go to KairoGames_Data > Plugins > x86

  4. Copy the steam_api.dll (and steam_api64.dll if that's included but it's not necessary) and paste it into Cafe Master Story's x86 folder (should be the same path as the one in step 3)

  5. Done! At this step the game should (hopefully) works when you run the KairoGames.exe
