No. Girl Genius was launched back in January 2001, and that's her crazed spark face, where she looks megalomaniacal almost. Perhaps the Foglios went that direction later, but I can guarentee- that face is entirely from Phil Foglio's artstyle, and has been seen on men and women alike.
