If you want to play Skirmish offline you need to do the following (Trust me):

1. Download this: http://dfiles.eu/files/g28wfedxh (This does not have any viruses)
2. Once downloaded run the program.
3. Select the destination to your COH2 folder.
4. Install.
5. Play.
   If it doesnt work it might because you just installed it somewhere else.

What is the note trying to say? something about CPU? what about it?
