I have good news and bad news to report, Peeps! First the good news: This game was released as final in Steam on March 23, 2023 and it appears to support English! Now, the bad news: This game is available only to Steam users in Japan and Southeast Asia. When I tried to visit the Steam page for this game, I was blocked by Steam with the message "This item is currently unavailable in your region".
I was able to find some information about this game on AnimeNewsNetwork. The site confirms the Japanese and Southeast Asia release date and the English language support but does not mention when the game will be released in the US.
IMHO, the US version might differ slightly from the original Japanese version in terms of English translated interface and subtitles. The gameplay will probably not change - That's the only reason that I could think of for Bandai Namco Entertainment not releasing this game in the US yet. Oh sorry for this, you should open "SD Shin Kamen Rider Rumble_Data\Plugins\x86_64\steam_settings\DLC.txt" file, delete everything in that file. Then save file. Start game again.
