GPU memory utilization isn't that high in your screenshot. (1.2/4) What's at 99% is GPU utilization. "Why, it's a 2D game!" Yes, but it runs at an unlimited frame rate, therefore, renders as many FPS as your GPU can handle.
To avoid that, go to Advanced Settings -> Frame Rate Settings and set that to your monitor's refresh rate or enable Vsync in your graphics card's control panel.
There have been "rumors", and I say rumors because I don't care enough to investigate and dig deeper. Anyway rumors that some games hide cryptominers and use your PC as a surrogate miner.
Don't know for sure, go to Steam and look at the games forums and see if anyone is complaining about the same thing.
or its translated via those ML translation apps that you can add to your programs, lots of new releases have used those to cut cost on paying translators, and I've encountered massive memory uses with those hentai games.

Nothing's weird with my network usage, just got scared cause the memory usage and the temperature is anusal for a 2d game and I don't want ruining a new GPU that I've just bought ⁄(⁄ ⁄•⁄-⁄•⁄ ⁄)⁄
