I can confirm what jeffegg has said below, this game is not working for me either. It begins to open, but quickly crashes back to desktop, without any error message.
However, considering the game asks to install Access Database Engine 2010, before it can be launched, it's possible the game does work on Windows 7, and eventually Windows 8 as well.
I'm running Windows 10, so I can't test this, but hopefully someone with access to those older OSes will use this information and confirm it.
