Language can only be changed from Chinese, Japanese or English: Drive_Letter:\Path_to_game\MonochromeMobius Rights and Wrongs Forgotten_Data\Plugins\x86\steam_settings\settings\language.txt
There is another workaround for those that can't do it with the language.txt file: Go to this folder: Drive_Letter:\Path_to_game\MonochromeMobius Rights and Wrongs Forgotten_Data\StreamingAssets\Windows\asset_bundle_variant
Actually there are three languages files "en for english", "ja for japanese" and "zh-tw for chinese".
If your game is in english, rename all files .en to .en.bak then change all .ja files to .en files to get the game in japanese for example.
This will force your game to takes the desired language passing your global system language properties.

Lo he solucionado poniendo " -w" en el acceso directo (forzar modo ventana). Ahora la pantalla negra parpadeaba y podia ver un poco la imagen del juego, fui a configuracion de imagen y alli cambia a modo ventana. Asi se arreglo en mi caso. Buena suerte.

TBH. I'll wait for another release. If the issue is due to the exe being blocked by your Windows as well as the game folder and that causes the issue, I'll just see if there's a virus free release.
X86 and X64. IL2CPP is related to C programming conversion to C++ or other native languages through unity games. If VC Redist is not updated or installed properly this error can occurs. You can also attempt to run the game in administrator mode this worked for some of us.
What SWEDE75 told is correct also because repairing/installing unity editor updates VC Redist too.
