Have you seen the requirements? To begin with, it asks for a debit card, and at least for my country, it asks for first name, last name, city, address, phone number. Only DNA doesn't want fingerprints either. This is ridiculous considering you are buying something digital. By the way, there is also a VR version of episode 1 and episode 2. I played episode 1, and now I'm playing episode 2.
Because you have to buy Half-Life 2 on Steam. At pretty much any price it's overpriced for a game almost two decades old, so they're profitting off of other's labor. At the same time they give you no control of your software you purchase, collect and sell your info, provide almost no support because they won't hire enough staff out of greed (despite having annual revenues of hundreds of millions they have less than 400 staff), and bully and extort developers with their near monopoly. I will never give Valve Corporation another penny.
So what you are saying is that their monopoly is somehow bad and you would actually love to have up to 10 different launchers of different companies on your computer that will also 100% sell your data instead of just one? Besides steam is the only one out of all of them that actually gives decent discounts.
Or get rid of launchers all together, the way it used to be (and when there was better discounts because of more intense competition). Control the licenses you own again, and don't get spied on. And yes, monopolies are always bad, they never favor the consumer.
Note of interest. To be able to play it with voices in Spanish I had to download the audio and text separately and overwrite it in the root of the game. Once this was done, I came out with text and voices in Spanish. I found the file easily by Google.

Lo que puedes hacer es coger el pak de audio de half life 2 de otra copia, copiarlo donde esta el audio en ingles y alli los archvos de audio, renombras english por spanish, a mi me ha funcionado, subtitulos y audios. saludos
