Its not Arma 4 and more of a modding playground for their new engine. See it as a test of the new engine to get it ready for a true Arma 4.
Their modding tools should be the same tools they used to make the game, modding should allow for great content. But as of right now it seems like its a mixed bag with bugs and no community content.
uhm guys... it says clearly in the description, "the first step toward arma 4" so no this is not arma 4 nor will it ever be, hell there may even be future "steps" before we ever get arma 4.
