As a previous commenter mentioned below, this can be fixed by using Goldberg. Just replace the steam_api64.dll file in the Cat Cafe Manager folder with the one included with the Goldberg emulator.
The game seems interesting, but it needs a big improvement on the AI. If i have 10 of 12 chairs with over 6 comfort, why does a execute client, while the cafe is still empty, decide to sit on a low comfort chair and then complain about its comfort <_< Its like, the 0nly way to keep this type of client happy, it to haver 100% of the chairs with very high comfort, otherwise they will always chose the low comfort ones -.-
Reminds me of that one time some eccentric lady who knew eff-all about cat care and tried to make a café based on it. Sounds boring, but the events were hilarious.
