Yeah, deffo some anti-piracy tricks at play in this game. You won't be able to save. Any time you get an item that lets you save, it will be deleted, and you will see a very pointed message about pirates stealing it. Shame, it was looking really good, but if I can't evaluate it, then I won't buy it. I'll never be Cyberpunked again.
This can be circumvented with CheatEngine (just keep a tab on how many you own and manually set it). However, the same thing happens when you load a save (scroll get set to 0). In a sense you'll always need CheatEngine ready when you're playing.
After the logo screen a message says "Please close the game and open it from steam to avoid errors", combined with the fact that everytime you get a saving scroll, it immediatly disappears with a message "unfortunately they are (or it is) stolen by a pirate" makes me believe there is some anti-piracy mechanism at play. If you buy from the in-game merchant the scroll will not disappear, but each cost 66666 coins, and the cost increases each time after purchase.
Well, pirates can't be choosers I guess. Still fun to play.
