Nearly identical looking? I have the game Nobunaga's Ambition: sphere of influence and this character picture of Nobunaga here is literally the same as the one in the game
It's Koei's Nobunaga Oda design. Makes sense given the fact that they made both games. Cao Cao wears blue m8, not red. Hell, if you google Nobunaga Oda, the full image (not just the face) is the 3rd image result.
