Pretty fun, and funny but the story available currently is a bit too short. I'd definitely recommend waiting for release of the full story to play this one...
Does it matter? Garbage and Bum Simulator are made by different dev. It is OK for games to have similar themes. Plus these two games has completely different play style. These are just games, many games have similar themes. So play whichever you like more, or don't play them at all. All up to you.

As for helping darkened guys such as druggies or some criminals is seeking death. Recently there are many of 'em in Kensington of Philadelphia, the only way to actually help would be cut off drug supplies and punish drug lords, which thing those darkened ones would fight you to end for avoid that LOL
I still prefer Hobo: Tough Life. The trash - picking mini game in that title is addictive, and I really like all the different homeless personalities and the stories they have. Plus, building your own homeless camp is pretty fun lol, so is taking a shit without getting caught or messing yourself.
