You are correct friend. It is a DLC. But for some reason they've labeled it as the update 1.3 Patch on Steam. Presumably because they've included some bugfixes and improvements as well as the new DLC.
The files on this page, as it is the case with most games, will eventually be updated to include the new patch (based on people's requests in the "game request" section). Thing is, IGG rarely uploads the 'new updates' as separate files for small games. You will most likely have to redownload the game. But we'll have to wait and see.
