What I don't get is how expensive is it to translate a game? 30to 40k US $ at most? I have a hard time believing it would not pay for itself. The sales would have to be really bad for them to not want to translate. Either they only expect a few thousand sales units or their is internal politics going on. My bet is politics.

With 80% of the world speaking English as a first or second language and less then 5% speaking Japanese I can understand people being upset that this was uploaded here.

Koei's Strategy games are super niche in the West. Even Nobunaga's Ambition and Romance of the Three Kingdoms aren't really as big as they were back when they were pioneering Grand Strategy in the 80s/90s. Most Westerner's don't even know that Dynasty/Samurai Warriors are technically spinoffs of the former. Also (again, like most Koei Strategy games) Uncharted Waters and New Horizons preformed poorly both critically and commercially in the US and Europe because it's a very niche genre over here. As such, I can understand them not bothering to localize this.
Japan have more talented people since US started racist innuendos. Hope they keep making games without English so US ignorants learn Japanese for change.

Uncharted waters has a good history. The Japanese answer to Sid Meier's Pirates, with the added bonus of feeling like a JRPG. I used to spend hours playing New Horizons, the second game in the series.

I even got my mom into the game. Bought her a Genesis for New Horizons and Pirates Gold.
Some games just hit the right spots and Uncharted Waters 2 New Horizons definitely hit those spots for me and mine.
