I stick with FPW World. if you need a savegame for FPW World with over 1000 real life wrestlers from promotions like WWE, AEW, NJPW, ROH, AJPW, DDT, NOAH, GCW, Impact and much more, than just reply and i will upload it.
Re-editing the wrestlers to the actual promotions or as you like will be necessary.
Also it would be the best to use the same version as in the loading screenshot. Or things may not work properly.

This has a long way to go to be on the same level as Total Extreme Wrestling.

At what point do you tell yourself: "I'm gonna make a wrestling sim game and I'm gonna have fun developing it" ?

I like the idea of a wrestling game where you're behind the kayfabe curtain, but I'd kill for a full blown action game that's about putting on a show and drawing dimes, doing a lot of what this game is doing but also having to play it all out in the ring to full effect, with acrobatics, special moves, the works. Too many wrestling games are just fighting games with a twist and I feel like they can be way more than that. It's easy to fight an opponent. Way harder to please a crowd.

I know of it and was planning on checking it out, but that's not quite what I have in mind. I'm talking a wrestling management sim that also puts you in control of the wrestlers. Imagine TEW but also with WWE2K graphics and gameplay, or something similar.
I imagine that would be ambitious as hell though.

I recommend you the games from Mat Dickie, granted they don't have the great graphics you seek, but their gameplay, albeit wonky at times, is pretty much what you want, at least on the games where you have a management section.
