This DOES switch perspectives. Not just top down. You can switch it to traditional behind teh car, and even FPS inside teh car. It doesn't seem to NEED VR. Everything seems to work. That didn't seem clear from teh description.
IIRC, this game lacked CPU bot racers in multiplayer -- i.e., only a couple of human players would be on the track, which is garbage... But, I'll try it against, just to confirm.
