Its not "legend", the 3 kingdom is a fictional story base on historic time period just like Greece have stories on how Greek god changed the tides of war, Scandivian have Norse myth on how gods create life. Many great literature withstand the test of time and have been adopted into various multimedia medium, not just the 3 kingdoms from Chinese literature.
it wasnt a fictional story btw, its the part of history of china, those characters were real in history and most of the 3 Kingdom series game is based on the books "romance of the 3 kingdom/三国演义" which were slightly different ( some character is overpowered ) from the real history which were recorded in the book "Records of the 3Kingdoms/三国志"

I been working in China over 8 years in Shanghai. I travel from East to West, and Inner Mongol to Shenzhen. No oppression whatsoever and people are living proper. I prefer japanese original voices than english dub. I like some jpop and kpop artists. Some kpop looks weirdly androgynously but they are cool with catchy songs. But about chineses... I pass.
Sad that the devs didn't think to translate this game in English, they will have a ton of cash flowing in. Does this game work? i will find out soon enough
Chinese is mostly spoken in china -about- 20% world population, due to american culture and english colonialism most every other country speak english either as first, second or studied foreign language; i am not english nor american but making a game in english is good to reach foreign cash.
Even though Chinese do love stealing ips, the first series of this game came out at 1998 and was made by a Taiwanese company , whilst the first total war game came out at 2000
