Not sure if there's any other game that rivals classic Command & Conquer when it comes to RTS... Perhaps Homeworld 2 Classic? But that's full 3D so might not even be a low requirement game you're asking for... well, depends on how low your requirement would be, that is.
Ah! Then Homeworld 2 Remastered Collection is right in your venue! I know it can be tricky navigating the 3D battlefield if you're new to the franchise, but once you get used to it, it's one hell of a game to behold!
It is nice but its way too mindscrewing,like a game about piloting a jet and constantly rolling the plane im in while in mid air. Im looking the RTS game where besides what i already said i can also use arrow keys to move around a map and order stuff to units as fast as usual.
Yeah, this is definitely more on the puzzle side of strategy/tactical games. Even though there is a bit of RNG with some weapons having a damage range like 2-4, this can often be negated by just more puzzling. There are (as far as i could tell) no turn limits so you can take your sweet time unlike in games like Panzer Korps or Unity of Command. Personally i don't enjoy games like these, because they demand that you play maps multiple times to learn what the enemy will do each turn (if anything). Trial and error isn't really fun for me all the time.

( Advanced Daisenryaku - Deutsch Dengeki Sakusen ( ENG ) ) . For Sega Genesis , and
( Advanced Daisenryaku 2001 ( ENG ) ) . For Dreamcast and
( Iron storm ) For Sega Saturn .( this is not a game from the advanced series , but its the only game that released in english before Dai Senryaku VII: Exceed game ) . This series has end in 2006 with sega console end , and it just release the final game in the series ( Advanced Daisenryaku 5 ) for PC . Its shame that this great series will never seen again . I have all of these great games , but I could not play ( Advanced Daisenryaku 5 ) for pc in english as the website for the translator patch was canceled .
Although this is clearly a tactical game, I'm hoping he added some puzzle elements as well to this.
