i think it's RPG maker though... but heavily customized using custom graphic and plugins/scripts...
also in the hero naming scene... the Alphabet layout arrangement look like the RPG maker ones... i can be wrong though :D.
even it's not made my RPG maker... this game is possible to be made using RPG Maker.

you can check the prop. of EphemeralTale.exe, and it will show 'Copyright 2017 Kadokawa.' with the 'package.json' and 'www' folder, its all shown.
