Some info I found after a Google search.

  1. Download and unzip the game
  2. Mount the Install CD (I use WinCDEmu. I find it easy to mount and unmount ISO but you can use any)
  3. Install the game and use the serial in the folder
  4. Mount the other 3 CDs (I used the letter X, Y and Z)
  5. Install the patch AND copy the crack into the install folder (Default C:\Westwood\Emperor)
  6. Go into the install folder
  7. Edit the resource.cfg file (notepad will do fine)
  8. Look for the lines MOVIES2, MOVIES3 and MOVIES4. Change them to the Mounted drive (E.G. MOVIES2 X: , MOVIES3 Y: and MOVIES Z: )
  9. Look for the lines CD2, CD3 and CD4 and do the same as step 8 (but for CD)
  10. Run the game.
You can do all or just one. If you don't change for the movies it will just skip from mission to mission (with the map in between).
I also found that when I started I could only pick units by drag and let go but not move the map unless I un-clicked them. Then I did something (I think it was pressing shift???) and it was normal (keys = scrolling and I could pick one or double click to pick a set of units).
Out side that small glitch (and not adding the drive for the movies) the game was like stepping back in time

Quick question, does this iso includes the French language or the game is only in English?
Edit: I downloaded and installed the game anyway but there's a huge lag which made me think there was a problem with the isos corresponding to each of the game's faction, not a good idea to play Emperor on Windows 10...

I'm confused. All the zips seem to contain the same files, though the third file is tiny.
I thought this was going to be a split zip file that would use all three.

Your complaint suffers from it's own accusations. This is a CD game, it's a 90's thing, and it has nothing to do with the "admins iso crafting"... WTF does that even mean? I know it's 5 yrs since you posted this, but I'm guessing others like you, who did experience CD-ROM games of the 90's could use some help. And if they read your silly little post, they might just believe you know what you're talking about.

To anyone else having problems, the 1st cd is the installation disk. The other 3 are content disks. This was an anti-piracy way of releasing some PC games in the 90's. Meaning, you needed the actual CD's while playing the game, as opposed to it being fully installed on the PC itself. This of course never stopped piracy, and we found ways around it. But in this particular kind of format, it's still a pain in the ass.

So, take a photo of the serial # (so you'll have it when it asks for it), and install the game using the first disc. Patch and crack. Run the game. You don't need any special software, just use windows to mount the discs. All you have to do is right-click and open with windows explorer. This will mount the disc. I advise to not mount any disc until requested, only mounting that particular disc. And before mounting another requested disc, eject the current disc first. This worked for me.
