i'm not too sure about that because some VNs really want to make it interactive with branching paths and ends but the lesser quality ones usually just have a useless sense of choice
my experience with Norn / Miel games is that it has literally no plot whatsoever and its just pure fap material. that said just look for h-cg elsewhere and you pretty much got yourself the game.
Norn/Miel games mainly comprise of nukige, and are generally known not for their enthralling plot or deep feels, as some eroge provide (Katawa Shoujo and the like), but purely for being excellent masturbation material.
