One is has English audio. The newer one could be stolen, or just under a publisher for the English translation. I don't understand why people would think it's the original dev doing the scam, though, as I really doubt anybody would buy both. I think either the publisher made an account for both the dev and themselves for the English release as they were the ones taking charge of that, or that (if it's actually a scam) they stole it and translated it.

It's a different publisher, the dev name is the same in both. Looks like they published it themselves in Chinese and had a publisher for the translated audio. EDIT: Checked the dev name thing, while the names are the same for the developer they don't have the same games listed, so you could be right about it. It's a bit suspicious, though I don't think it's a scam. If it is, it's a scam by the ones releasing it in English, not by the original developer. That type of scammer changes the name.
