Every single game has gameplay and story to some extend. How good it is, is a totally different story. I don't think there is a single game without it, or else, it would be just a picture.
Than, it isn't a game anymore. And if there is any interaction, gameplay exist. Like I said, "to some extend", which means, that even the bare minimum of player input is basically gameplay.
