The Japanese voice pack DLC can be easily unlocked. There is no need to rename files as some previous comments suggest. Simply go into the steam_settings folder and open the DLC.txt file. You will see it's empty. Add this line:

save the file and that's it. The "Voice language" will be enabled in the in-game settings menu. Don't worry if the "announcer" voice is still in English. That's the way it is in the Japanese version. All other voices (tutorial, story, characters) will be in Japanese.
By the way, this is a standard functionality of the Steam emulator (crack) you will find in most games here. As long as the files for a DLC are included in the base game download, you can unlock it this way. Some games require extra downloads, so of course those won't work. You can always find the DLC id number required for this hack just by going to the steam page of said DLC. The number will be in the URL.

Impossible to find, all of the links i found are some kind of scam, i don't think anyone has made them available, guess we have to suffer with the US voices to do the story mode... But please share any information if you somehow obtain the files...
