Action, Adventure, Casual, Simulation. Game works fine. Feels like I am playing classic virtua cop game of 90s.

Looks like a more static version of Virtua Cop where you can actively take cover and als see the character you're playing. Mad Dog McCree and House of the Dead are probably the most well known games of this kind other than Virtua Cop.
On the Snes there also was Wild Guns that is kind of similar.
edit:
The Terminator 2 Arcade game (with two uzis as controllers) also had people on the bottom of the screen in cover which you weren't allowed to hit.

i swear there is an arcade game with the same mechanic like this
theres a throtte pedal to uncover and shoot but honestly i dont remember the name
