Because many companies and dumb laws and shit make it so, often just in case, pretty much all NSFW (even mild fanservice can count as that) products say that all characters are over 18 just to avoid any complaints and problems, even when it's blatantly obvious that they aren't over 18 or, better yet, when later on it's actually mentioned how some of them aren't 18+ anyway. But it still manages to shoo away the many dumb problems that could've arisen from wherever if that stupid disclaimer wasn't there.
Alright, I'm only familiar with the "all characters are 18 and over" when the porn in question wants to show or simulate kids. I've never seen it applied like this before.
