A Bit of Info. I am a prealpha tester for the game and yes you can build ships but right now the game is still super Early Access, they went live on steam but there is only two planets (2 Completed more to come) and there are still ALOT of bugs. The game has a massive amount of potential and it alot like Rust (Wish space tossed in) in some ways depending on the server you play on (Personal/Solo is a bit boring as the missions only take about 15 min to complete as it's only the play tutorial mission ATM) Yes you can build a ship but its more of a "Build the frame from premade parts and then add in all the engines, radio, lights etc". it's not a free build system like Space Engineers or Empyrion no and I doubt it ever will be. You can make clans (If you play with other people) Put down claims or try to claim Points of Interest on the map (There are several POI Outposts one can claim with the right parts/items). You can hunt animals (And be hunted) But right now it's just a game with 4 people working on it with (Like I said) a massive amount of potential. It's pretty fun as long as you are patient and willing to work with the crashes, item/character/base loss etc. TBH I would suggest buying it so you can play on the official servers.
