There's a creation suite in the game that requires you to download a separate program and with that you can download stuff from Steam...or at least you could, I haven't played in a while.
I just went from Creations > Manage Wrestlers > Download Wrestlers...I haven't figured out how to reset the 60 download per day limit, though. I'm assuming I'll have to manipulate the PC clock and calendar to fool the game like I had to do with WWE 2K19.
