For a game that is about being mellow, it sure taxes the hell out of an oc'd 1070ti.

I run it at 300% SS on 2080Ti and Rift CV1, without any issues.

There really not that bad now days with oculus quest. Only 400 buck so less than most console systems. Doesn't require a pc at all. If you do got a pc its not uncommon for the rift to be on sale as low as 220. I seen at at 200 on boxing day. Thats the same as 4 games so its not really out of the realm of the avg person.
