Use this solution posted below by Mesaki BoB it works for me, installed even the MODs for titan version:
HOW TO FIX GAME NOT BEING TITANS EDITION :

C:\Users\USER\AppData\Local\Uber Entertainment\Planetary Annihilation

FIND BOOT_SETTINGS.JSON AND EDIT IT WITH NOTEPAD, ONCE YOU HAVE THE FILE OPPENED REPLACE EVERYTHING IN THE FILE FOR :

The MODs are now an in-game thing, and is not disabled because is cracked luckily as it works as offline method the profile connection is optional, the game connects online to them, seemed to me that the only way to make them working is to have the client/game version equal to the actual server side, and the MODs themselves need to be in a updated version too (you can download and install but seemed that if a mod is outdated can no work anymore, and the game don't have any system to warn you about), this version on IGG worked in the past, but no more today.
I have founded one that let me use them again, and to try at being safe i made a copy of the MODs folder after i downloaded them.
The version that i found updated some months ago is : Build 11359806.
We can also ask an update here on IGG, on the apposite request section ^_^

Steam says the game supports mods: "Modding support included directly in-game via Community Mods on the main menu.
That may be disabled due to the game being cracked.

Hello i dont know the anwser to that question sorry. But i have a question, how did you open the game like what gpu driver version are you using? Beacuse i downloaded it and it crashes the whole time without saying an error.

hey buddy, i think that would be caused by a messed up install, so i guess try to redownload and such to try to fix it. i would also very very very much recomend to play with a controller, i tried both keyboard and controller, and the controller is much better in my opinion. makes using the controller a lot easier. good luck and get gud brother

step 1:
create a planetary annihilation account on their web page(http://planetaryannihilation.com then go to forums then login and then create account),
step 2:
then in the game menu in the top left corner use the account you created(sign in with username, password)
then it might seem it does nothing but it changes your name and that lets you play because the servers require you to have different name then the person you are playing with,
I believe changing the name for all the people except for one will allow you to play with multiple people
it worked for me and my nephew

fixed it go back and extract the whole file then open the iso and run setup

Ever used WINRAR, ever tried what it's for? Probably not.. Does extraction tell you something? If not, not sure how I can help.

Although the framerate definitely tanks when I'm in a system with more than 3 planets... Part of the reason I bought the game. Let's the server handle the heavy stuff.

the loading open background have the title of origin game: Planetary Annihiliation.
Also: when i extratc files from 3 rar files WINRAR have not tell to insert password before extraction... and after the extraction i havent instal anithing... i have obtained directly the GAME FOLDER ready to use (but the game start only as a origin game without expansion TITANS)

there should be an option called "enable LAN server"
though it says you need at least 8GB of ram, i found that 4GB works fine

Run as administrator, and possibly reinstall without anti-virus enabled.

Look in task manager and kill server.exe, its usually caused by the game being denied access to the singleplayer server

iso files are not to be extracted THEY ARE TO BE MOUNTED via Daemon tools or Alchahol (whatever % you wanna use) I recommend daemon tools anyway its more reliable and can be set up much easier

acctually you can currently play online using a program called tunngle i figured it out but its way to complex...

2. find servers
3. turn local from auto to ON
