TO FIX STEAM NEEDS TO BE RUNNING you gotta find a folder called prophet it comes with the setup and then u copy steam api and replace the current one in the folder of the game and disable ur antivirus too then it works fine
you need to extract the part 1 and 2 rar files first using zip, winrar, etc., then an iso file will appear, an iso file you need power iso to open it, inside the iso file contains the set up of the game (RE 4) once set up is done locate the game folder Resident Evil 4..... and bin 32 should show up with it.

You need to crack the game after set up. So after extracting the part 1 and 2 rar files together you will have a iso file of 8gb in it is a setup of RE 4 and along with it is a folder called prophet, open the prophet folder copy the steam_api.dll and once you are done with the setting up of the game replace the steam_api.dll in the Bin 32 folder of the game (RE 4).
i have downloaded the game and then extract > mount > install > copy "steam_api" from Prophet folder to Bin32 folder. Two problems here:
I got problem with "D3DX9_43.dll" and "X3DAudio1_7.dll", fixed by download those dll files and copy them to Bin32 folder

my biggest problem is that this is unplayable with a controller. even if the controller isnt connected, i cant change the left/right input. it automatically puts them on the same button. same for confirm and cancel on the X button. (or a on xbox) i tried messing around with the files but to not success :/
Alright, for those who get the "Steam must be running" error, go back to the CD drive folder that popped up when you extracted the downloaded files. Under the CD drive, there is a folder named PROPHET, we'll need this in a sec. Go to the files of the set-up game, and there is a folder named "Bin32." Now remember that PROHPET folder? Open the PROPHET folder, and there is a steam_api.dll file. Copy or move that into Bin32, and replace the existing one. There you go, now you can play.

steam must be running: take all DDL/autorun/setup and move them to the folder with the "bio4" logo. it should be under "bit32" when you install have the folder that you extracted on you desktop and once you do all the cracking BS click the game icon and select open file location. just put all the files above in it under the logo.
It's not working, there was no crack folder just a prophet folder with "steam_api.dll" and "prophet.nfo" even after moving those to the folder with the exe it will not load. I start the program and it crashes immediately
You take those two files and paste them into the bin32 folder, where you downloaded the game at, like OS(C:)/Program files (x86)/Capcom/Resident evil 4 Ultimate HD edition/bin 32 then paste prophet and steam_api.dll in there then click start bio4

i could be that your antivirus is deleting the file without you noticing, i changed the options of mine to let me know when it found a threat so i could avoid deleting it
Temporary disable antivirus real time protection. Install game and crack it. Make an exception for hole folder if u can on every game before u start or whatever ur antivirus lets u do. Re-enable antivirus and play.
