HOW TO FIX ERRORS: ERROR #1: If you launch LauncherEng.exe and it says "Couldn't save /....../config.json " then simply create the folder path yourself: People in this thread said to use "Run as administrator" but at least for me it made no difference. In fact simply cliking "More Settings" was enough to trigger the error. The full path error for me was: C:\Users\McCoy\AppData\Local/Committee of Zero/CC/config.json So I went to AppData\Local and created the Committe of Zero folder, and created the CC folder inside that one. Now maybe that's enough, but in case it isn't you can also copy a default config.json Copy "defaultconfig.json" from inside \languagebarrier\ and rename it "config.json". (languagebarrier is a folder you downloaded). Paste it inside that CC folder you created. There you go, it should work now. ERROR #2: If the game runs in japanese, then CHANGE YOUR GAME FOLDER's name. In my case I was using Chaos;Child like an idiot. I simply removed ; and it worked.
Just coming back to say that I finished it without any issues (all endings). Everything works fine. Windows 10 Pro x64. Comittee of Zero 1.0 (the version this one uses) is more than good enough, no need to try and pirate the steam version and use newer versions of Comittee.Comittee of Zero 1.1+ was meant to fix Steam issues, and it seems like it doesn't work with pirated copies anyway. It's definitely better to get this one which comes packaged already than use a pure Steam.
If anyone gets a launcher error, simply run LauncherEng.exe as administrator, which should allow you to click 'more settings' on the launcer. Then go to the troubleshooting tab, click 'open patch config folder', and copy the config.json file. Then go back to the launcher, click 'open game installation folder' and paste the config.json file there.
This is a fully Japanese PC release. The CoZ patch v1.0 takes English translation from PS release and make it fully English and fixes bugs. The new one is a Steam release with official English subtitles. The CoZ patch v1.1 won't work with pirated copy. So, you'll end up with bugs and minor issues. So for pirated copy, this one is better, while for legit copy, the newer one is better. Until someone makes CoZ patch works with this crack, I would recommend you to get this version now.
