So..for those that are still trying to launch the game Here are the things that i did to get it working(at least to launch it properly)
Install VC++ 2017 redist(kinda optional but you can do this just in case)
In ds.ini file where it says Enable/disable Steam Overlay set that to 0.
on SteamUserStats option (in the same ds.ini file) set that to greater value than 011(tbh i dont belive that that is the issue) What i can say that it is not working because of Steam overlay being enabled...(at least i think so)
Scroll towards end of file, and change SteamUserStats interface number to something reasonably greater than 011 have fun :)))))) It's really cheap right now so I'd buy it if you like it
I cannot start this game. It was said "the the environment is not supported. There is a possibility it will not start normally". Anyone know what's this mean ? Does it mean my spec is not enough ? My graphic is intel HD graphic 3000. Is the graphic enough ? Thx

Dirty jokes are fine, as long as there's no nudity. I'm more worried about other students than teachers, and at my school, I believe when we're allowed to play games on computers, we can play them as long as there's not sexual content/nudity.
I'm not sure if it is the Steam Client Beta or what, but since late January, Steam seems to use a folder in your Common folder where games are stored called Steamworks Shared. It will only be found in the directory where Steam was installed, rather than any other Library folder you may have on your hard drive. For me, it has vcredist, DirectX, and Dot Net Framework all in there, rather than in the individual game folders now. It still does the first time setup, though, even if they were previously installed before..
If the game crashes, try installing different version of the Visual C++ runtime. I bought the game and for some reason, it installs two different versions of VCREDIST, but neither of them are in the game's folder, so I don't know which version it uses, since they didn't say a year on them. I have a shared folder in my Steam Library that has 2005, 2008, 2013, 2015, and 2017.
