If you're using an emu like PCSX2 there might be a true widescreen patch, I'm not sure. Possibly a patch for hi res textures but those are fairly uncommon. Many games have been patched for widescreen though.
maybe you have the frame limiter on? i strongly advise you using it because at about +150 fps there are some strange bugs, if you dont want the game at 30 fps there are mods that make it run at 60, and also 30 isnt the worst, the PS2 version ran at 25 fps
most R* games were way ahead of their time. People say that GTA:SA has alot of things even as for todays standard, they had to cut like 30% of gameplay elements (including hot coffe, if you know what i mean ;p) like ability to buy warehouses, get loans to buy them wich if you would't pay you would get repossesed by mafia and tons of othere stuff that i forgot or they managed to cut out. btw dont play on the steam realese, it is basicly the 1.00 version wich is broken, either get a retail 1.00 and update to .1.01 or a retail 2.00 versions that have loads of fixes (tho the game still has a lot of bugs and things that R* did't implement, its just because their plans were to big for their capibilities at the time), or get a steam version, downgrade to 1.00 and install silent patch, widescreen fixes and other things. I can send you a link to a YT tutorial how to do it, worked greate for me, oh and all the fixes and aditional improovent mods can be installed automaticly when you tick the boxes in the downgrader

It is a bit outdated because you can no longer automatically install mods with the downgrader and that includes the basically crucial "Silent patch" wich if you don't install you migth aswell just leave the steam realese. I can walk you throuhg it if you will have any issues but it's just copying and replaceing old files with new ones.
try running as administrator, if this doesent work try running in win 7 or XP compatybility mode. what system are you playing it on? If that complete failure wich is windows 8 it is not a suprise to me honestly
