Say you downloaded a mod named "XXX".
Make a folder named "XXX" extract the downloaded zip into "XXX".
Copy the "descriptor.mod" and place it in root mod folder (Europa Universalis IV/mod/).
Rename the "descriptor.mod" to "XXX.mod".
Open the XXX.mod in notepad and add this line in the end: path="mod/XXX"
Save it. So in your mod folder you will now have a folder named "XXX" and a file named "XXX.mod". One mod installation is done. Launch the launcher and you'll see the mod under mod tab. Repeat the steps 1-6 for every mod you download.

Therefore I think it's best to upload the "original" version, it will ensure that nothing is missing, or at least if it is missing, we can easily tell which DLC files are missing.
Checked not just IGG but at least 5 other sites as well. 1.32.1 was only out for Linux on Rutracker. A regular crack just doesn't seem to be in circulation for now.

the current eu4 executeable cannot be executed, since "d3dx9_43.dll" cannot be found. there is a launcher-installer-windows which installs the paradox launcher, but that does not help either. Also the "dowser.exe" version of the paradox launcher is not helpful. From there you cannot start the game either since paradox launcher cannot start the game, allegedly because the steam API is not initialized (I have steam installed and the steam_api.dll exists within the downloaded game folder. There is also a powershell script called "get_exe", but that also doesn't do any good.
Yeah, was able to fix it that day. However, I than had and since have the application error 0xc0000142. Installed every driver in the faq, didn't work though

We've been using google drive for over 10 years, with hundreds of thousands of accounts (i'm serious, no typo, hehe), and we had to give it up because they changed the policy.
It's strange if any website uses google drive these days :D... it's useless, because for each link, it's limited to about 15 downloads, those who download later will only get a notification that too many people are downloading. In general, Google Drive is only suitable for personal use now
Hello, does anyone know how to install mods on this game? You used to be able to do it via the Paradox launcher because you had to turn them on via the playsets, but now the launcher doesn't detect eu4? Does anyone know what to do in this situation?
Playing as Ardabil, formed Iran and the branching missions for it are not complete. It says "it will be added later in the final version" or something like that. Help.
Spoiler: Nevermind. I just found out that you have 3 separate mission trees for Shia, Sunni and Zaroastrians.
You must be missing Microsoft visuals in your pc and or firmware so download and install them from Microsoft website, and that should get your game to work
you can install them in parallel on my machine (win 7) I could select about 15 dlc at once and click open. They would all open and I click through all the dialogues and press install on all of them. It still sucks, but it's a little faster than waiting every time

If it crashes upon opening then that's probably your hardware, however if it goes to a screen which says "Europa Universalis" with a blue background then don't press any buttons and just wait for the game to load. I have a pretty low end laptop so if I can run it, you probably can too.
are there any problem playing this game on windows 11? the program always not responding when I opened it and I can't access any programs too, can't kill EU 4 in task manager, so I need to logout and relogin or restart my pc -_-

Help please. When I click eu4.exe, I get a pop-up saying that 'The code execution cannot proceed because d3dx9_43.dll was not found. Reinstalling the program may fix this problem.' I reinstalled and the same thing happened. I even re-downloaded the game and it still happened.
Eu4 is an old game now Its likely if you're using a newer PC you don't have any of the legacy versions of microsofts Direct X SDK's installed. You can get them here that should solve the problem you are having.
delete everything from dlc_load.json and paste in this {"enabled_mods":[]} if it doesnt work try changing it like Gajalakshan said in the upper message

When i try to run game with dowser, launcher show me error "Launching the game failed" Meanwhile, i can play but without dlc (i launch game with EU4 application) So, how i can play WITH dlc?

okay i figured it out, u need to go to ur documents - paradox inter. - europa universalis - dlc_load.json and delete disabled dlc just leave [] like in enabled

i tried it out myself I guess the dowser.exe is for adding mods and maybe to load all game assets but you start normal game over the eu4.exe if you get what i mean
i think somone mantioned to use the dowser.exe file it should be in the launcher file in most cracked paradox games just create a shortcut for the dowser.exe
Hello so basically i did everything as i read in the instructions below (installed it, changed steam to pdx) and when i click at dowser and then click at play game tells me that launching the game failed and there are red triangles next to dlcs saying that they couldnt verify the ownership or something like that. I hope someone could help me:))
i know im bitching but first we didnt have for a long time an update to 1.30.6 which made most mods crash on estate screen and now we get leviafire. i just simply and humbly ask for a simple temporary 1.30,6 patch as almost everyone rolled back to it and we are left stranded. alone. (yes i know im a privledged little snowflake piece of shit. im so white in fact i can clearly see my veins if I tense up my arm.)

This is why you don't spend money on games like this especially in the current year the new patch "fixed" the save game corruption bug and by fixed I mean now it happens when you load up a game instead of pressing continue game aka happens even more now f uck you paradox this game is unplayable in it's current state don't waste your time until it gets patched in a year or so maybe then try it I mean did these clowns even playtest their own game ? at least for a week? how can you manage to allow such an easily replicable bug that literally deletes the entire world from a save file to go through they must have done zero playtesting no other explanation for this Usually paradox makes 1-2 big changes that make the game worse but you still play it because with all the new changes its a slight improvement now they made the game worse and also there's so many bugs that it's unplayable And for the people that will end up downloading it anyway don't download the update 1.31.2 on the torrent site it makes it even worse and also breaks the only way to bring back corrupt saves aka https://nixx.is-fantabulo.us/paperman/ but this also converts it to non-ironman so barely a fix wait for 1.31.3 better to just leave the game open and don't close it that's the only way to fully avoid the bugs and save game crashes but the game might crash after 100 years anyway this entire thing is a mess
imagine being so entitled or believing your own crap so much that you post a complaint on a pirate site, yes the game is broken.. if you ever code anything you'll find that in its raw state, everything seems fine, then you playtest it using your in-house systems...everything is fine... then people start playing it using different cpu-gpu/ hardware config's and the game appears to run fine until error and even with these error's theyve been able to crack down on the issue pretty fast and issue fixes every time.. what you're really complaining about is that the game got bugs, the crackers wont crack the new updates until a stable version is released, so as per usual, if you want to play a game you enjoy, BUY IT.
go into game directory (usually C:\Games\Europa Universalis IV Leviathan)
and in there you're looking for a file called "launcher-settings.json"
open "launcher-settings.json" with a text editor, notepad will do just fine
you should see on the second line distPlatform": "steam"
change it from steam to gog so it should look like: "distPlatform": "gog",
click save-as and click on the original launcher-settings.json note: its important that you override the original file otherwise if you just click save it will save it as .txt, which does nothing.
Hello everybody ! Does anyone know if this version includes a launcher in the game directory ? I couldnt find it anywhere. Also, can this version be played in LAN through a virtual network?
Not entirely new. I have played older versions before with my friend with no problems. We wanted to try out the new version now but I we can't get it to work.
Leviathan is too stupid. But we can close this DLC, then everything is OK. Just no Spectacles, favors or concentrated development. And these three mechanisms can't be more stupid.
so the game works but i dont see the codex files that will let me use the launcher so i cant use any of the dlc. anybody know what mi doing wrong/ know another way of letting me use the dlc
no its not, its only hot fix, the true update is in torrents site, ive downloaded this hotfix and run the setup, but to my surprise it cant and now i cant play the game because it doesnt have nakama-cpp.dll
hey does anyone else have issues getting it to start up? i open the eu4 app then it locks me out of my pc. cant even use task manager to kill it. have to full on reboot.
alright so i did it u probably wont get much help from other comments but i will now explain as simple as i can. When you download this u will get it in win rar file if u have win rar so what u need to do is exctarct it i prefer to extract it on desktop (it will not be needed much more later) alright so you exctracted it and u will now open the file and find "codex-europa.universalis.iv.emperor.iso" so now when u found it open it and u will then find and open setup.exe so it will open codex it will probably open 2 of them but dont worry the other one u cant move is just like a mirror and u can now turn of music if u want (it banger i can say) u can turn it of by pressing pause button "ll" or by turning down volume so next thing after u enter codex u will have option to do some things ill go over what each of them do so first "install directory" is where u will want to download your game so u can change dis by pressing down arrow at the bottom left and u can change it by browsing and selecting in what folder want it to be by u can do that by pressing "Browse" and selecting the folder u made that u hopefully remember where you put if u dont well make another one and last thing here is create desktop shortcut that means that it will create a shortcut for the game on your desktop alright next thing is directory at start menu i dont recommend change it unless u know what you are doing but i prefer leaving it alone alright so we get to bigger point the space required make cure u have enough space on your disc (hdd,ssd,m.2...) to store the game i prefer that u put it on your ssd because it will run faster but just check that u have enough space alright next thing is "do not create uninstaller and do not write any scepific system info" i dont rly know what that is but i never turn it on really so just leave it unless again u dont know what u are actully doing and the last thing but not the least and most important is "copy content of codex directory to installdir" turn this on because this will allow you to actully have the dlc on and this is the main part so turn this ON and now u can press install and it will install it alright after that what u want is to go to the game file u can do that by finding it in file explorer hopefully u remember where you put it but if u didnt change anything it will probably be in local disc c/games/eu4 emperor so now if u found it open it and scroll down where u will find launcher-settings.json and open it (i recommend using notepad++ or notepad) and what u want to do is u will now change "steam" to "pdx" i will be just under the link u will probably see it so again change "steam" whit "pdx" after u done that go and save it and close it so u are almost done now what u wanna do is go to the launcher or how its called "drowser" and run it as administrator so find drowser.exe and run it as administrator alright then on the left side u will see home - dlc - mods - game settings u will now have to go dlc and check if all dlc are enabled and if they are thats good but if they are not or u want to turn some of them of u can just press the switch thats right of "enabled" or "disabled" text or u can turn all dlc on by pressing switch left of the browse dlc in the top right corner alright after that just go to the home and press play and that should be it go into singleplayer mode and check if all of the dlc are working if they are not u can ask questions by replying to this comment or try reading this again amybe u missed something. So thats it this is all what u need to install and run game if u have problem whit mods i cant help you whit that bc i dont know how mods here work but there will be someone that can help you. Haven't tried this yet but by my experience with crusader kings 2 you might need to copy the files inside the codex folder. Not sure if it applies to this too though
As i said i haven't downloaded it yet so am not sure if CK2 methods work here too. Copy the files inside the codex folder (from the update containing the dlcs, for EUIV it's the update emperor content pack), copy the file named steam_api and the other 2. Then paste them on the folder where you installed the game and replace the files. Should work after that.

Eh u can try to do a gorrila aproach and brute force it but make sure u have a clean copy ready. So u go download something like "free file sync" or something like that. Use it. In right column u add a mod folder in left game (copy) folder. Hit that big ass Compare button. U need a one way sync so u check out right side for a way to "update" it. Hit that update button and it should update all the files from the mod into base game. And that should be it. Keep in mind it can break stuff in game sometimes some mods may not work properly. This is a example image since i am away from pc.
Put zips in documents/Paradox Interactive/Europa Universalis IV/mod (you will proably need to create it yourself) then extract the ZIP. You should end up with a Folder and a txt file. Next go to the EU4 main folder and open a file called dowser. This will lead you to the Paradox launcher. Go down to mods and then 'Manage Playsets'. When you are there click the 'Add More Mods' button in the bottom right corner. Then select the mod you want to play and then activate it in the previous menu. You won't be able to launch the game through the launcher but you can through the EU4.exe and the mod will be activated.
It still didn't work. Paradox acted like it was perfectly fien but still didn't activate the mod. Plus, I get a whole ton of files (since I wanna have a kind of big one)

Yes. The launcher is there, its called dowser.exe. Open it and the launcher will run. If the game doesnt let you launch it from the launcher just enable the mod close the launcher and run the game normally and if you have the files right it will all work.

Eu4_Profiling open the game using that application after changing the launcher settings from "steam" to "gog" to verify the dlc, it worked for me so I thought i would just share it.
The dlc in the launcher says that it couldn't confirm my ownership of the dlc even after i changed steam to pdx in the settings and i can't launch the game trough the launcher and when i launch trough eu4.exe the dlc still doesn't show up. But thank you for the base game at least!

Is this the full version of the game? Followed all the comments, changed the pdx, tried dowser and eu4 but I keep getting the error "game failed to launch" can anyone help?
Hey guys, so I extracted the files, installed the game and got everything running just fine. Except for the dlc. I cannot get it to work. I went into the setup-launcher file and changed it from "steam" to "pdx" and it doesn't seem to work. when i bring up the launcher they still read as "unverified". Is there anything else i can do? does anyone know why it wouldn't be working?

dowser.exe is the launcher, on top of eu4.exe in your screenshot. Also use text editor to edit launcher-settings.json and change the distribution platform from steam to pdx, in order to bypass the dlc authentication

I keep getting an error through the launcher, stating that, "couldn't get appid, steamapi is disabled" I have copied the contents of the codex folder correctly, and i cannot start it through the eu4 app, as apparently a .dll file is not installed, but dowser does not recognize the steam api. Soooo.... Can anyone help? I would appreciate it if so.
Well i did that, and now it just says(through dowser) that launching the game failed from the launcher. Eu4 app itself still will not open. I am probably going to download it all again and reattempt, unless anyone else has any input.
Well I did, and it still didn't work. It was my computer, I got it working. I had to install some mircosoft frameworks including the dll file my new computer was missing-i just bought a new pc. Working great now, thanks.
To those trying and failing to start up mods, I've managed (with a lot of help and questions) to get them to work and the solution is so damn hilariously simple it hurts. In the game folder there's a launcher settings a json type of file. Open said file with notepad and there you need to replace where steam is mentioned with gog. Save and now you can use mods and dlc.
I didn't get that, albeit I couldn't start the game with dlc's on from the launcher, I could activate the dlc in the launcher, close the launcher, then start the game directly with the dlc's working perfectly.
Yo i did the thing you did but im really not sure why mods arent working for me.Specifically the graphical improvment mod beacuse thats the only one i use.It works for you right?I think it may be that the mod itself is outdated but im not sure cuz i see people using it all the time.I love that mod too much so i kinda cant not use it you know.
check the version of the game the mod works on. EU4 mods are sometimes made to work for a specific version of the game and will most likely not work on others. Also see if the mod is actually enabled and if it doesn't have some pre-requisite dlc it needs activated first, that you didn't activate, in order to play it.
yeah the mods for 1.29 so i guess that might be why it doesnt work for 1.30.3.But i really wanna figure out how people that dont pirate the game are using it.Oh well thanks for the help i guess.
check for earlier version of the game on this site. V1.30.1 was not the first upload, also perhaps trying on one of the earlier versions here like .1 or .2 might make it work.
Extended timeline requires 1.30.4, IGG games has only uploaded 1.30.3. If you want your EU4 to run Extended Timeline, do as me, and every 24 hours request for the game to be updated to 1.30.4.

Dlc's are lighted but it says not owned when i hover my mouse over them. I didin't do anything after installing since it didint tell me to. Did i do something wrong?
open the launcher 'dowser'. select dlc you want to play with, close the launcher and launch the game from the desktop shortcut. That should make the dlc's playable.

Hello ! I installed the game with DLC's and it works perfectly for me . The only issued I occured was when I decided I want to try different mods , but they make the game crash ( 1356 and extended timeline in particular ) . What I did was download the modes from http://steamworkshop.download/ . So my questions are :
Do I put the folder and its content in mod file or simply in the eu4 folder ?
Should I get the mods from a different source ? PS : A mod that actually worked is the one for thicker borders. If anyone has a solving for the mod issue , I'd really appreciate you sharing it :)
Solved . Little story on how it worked out for me in the end ( hopefully it helps others too ) was to unpack the downloaded files for the mod into the mod folder with its content inside mod and it didn't work out . Then I unpacked the folder and its content in the EU4 folder itself and also didn't work out . What did work out in the end was unpacking only the content inside EU4 folder and to replace all the others . Not sure if the last way worked due to the first 2 trials , but I consider it was alright to share the whole thing .

I cant even extract the file from win rar. And I've tried three different links to download (mega up, mega nz, google drive. All of them gives me the same error message. "Read Error".I assume that the file is corrupted, however if someone had the same problem and managed to fix it. I would like some help <3
If you're having problems with DLC or launching the game, this is what I did to get it working. Used bits and pieces of other comments found on here to get the fix. I assume everyone knows how to extract .iso files so I'll start at the setup.
Run setup.exe and install. (Be sure to check Copy content of CODEX files)
Go to Windows Defender Firewall with Advanced Security on your PC, click on Outbound Rules, then New Rule.
Create rules blocking both eu4.exe and dowser.exe, which are files found in the game folder.
Open launcher-settings.json from the game files with notepad and set the second line to "distPlatform": "pdx" instead of "steam"
Run dowser.exe from the game folder, if you get an error, just click ignore.
Go to your DLC tab and it will most likely say that the DLCS are being verified with a spinning circle. Disable then re-enable all DLC using the button in the launcher and wait a little bit.
Once the red triangles appear next to all of the DLC packs saying that they cannot be verified, you can freely enable/disable whichever ones you want to use.
Close the launcher and run eu4.exe . The game should start with no errors and your selected DLC should be enabled This is what I did to get my game working well after initially not having any DLC available. Might not be a guaranteed fix but it worked for me so I figured it would be useful to see.

hello there, i want to know how to play with mods. I put the mods into mods file and they didnt show up at mod in dowser.exe. I try to add them manually and run eu4.exe but it doesnt work.
you have to go into the "descriptor" folder in every mod that you have and change the path. For example i'll use Extended Timeline as the name of a mod, it should look like this path="mod/Extended Timeline" and save it, then copy the descriptor and paste it outside in the "mod" folder, change the name of the pasted descriptor to Extended Timeline and then launch them from the launcher. If there are other paths in the descriptor delete them. keep the original descriptor inside the folder, but rename the descriptor outside the folder.

So I updated it... And yet it still shows that the version of the game is 1.29.3 on the launcher and on the main game. Do I seriously need to reinstall the entire game with my shitty internet?

Try to turn off your anti-virus first. Or, try to delete some harmful files that must be blocking your game to open up. There is a counterfellow file that keep your application to pop up. It will forcibly close the screen before you can play it. If u experienced the same thing that it close by its own will, then the problem must be that way.

The most broken DLC and patch but it's not surprising since it's clearly going to be the last DLC and patch before EU5 so that's why it's so rushed but in general if you ignore the crazy imbalances and bugs it's a good DLC to finish off the game Can't wait for EU5
This dlc seems like it's beyond broken. Bugs, exploits, dumb nerfs, making certain nations mega op... There will be few patches for sure. EDIT(no longer true, see update in the replies): Btw now that launcher has been "fixed", you have to run eu4.exe manually. And if you want to run mods, you have to edit "dlc_load.json" manually after installing a mod. You should really provide a link for the previous version of the game(mainly because of the launcher).
UPDATE: I found the solution that worked for me. Apparently, eu4.exe was set to run as an administrator, so you either have to go to properties > compatibility and turn if off or run dowser.exe as an administrator. And it looks like you can set up your DLCs in the launcher, close it and then run eu4.exe, if for some reason you can't run it with a launcher (no need for manual editing of dlc_load.json file).
What about running DLCs ? I can enter the game both from launcher and directly, but in the game it says I don't own any expansion whilst in the launcher it says that my expansions are corrupted.
That's weird. Did you check the box "Copy files from CODEX directory" or (something similarly named) when you ran setup.exe ? If you didn't, go to CODEX and copy and replace all 3 files into main EU4 folder. All my DLCs are activated, but I can't run the game with the launcher, I was thinking maybe it's because it can't verify the ownership of the DLCs. I also changed the "distPlatform" to "pdx", because that's what I did for previous versions, don't know if that affects anything at all.
No, I didn't. I put the CODEX file in the EU4 file, so I guess I have to take the files out of the CODEX file and replace the ones in the EU4 file ? Ok I'll try that. By the 3 files you mean the Steam files right ? EDIT : It worked, but for some reason only Golden Century and Emperor are enabled, the other expansions aren't. EDIT 2 : It might be because I used the DLCs I had from before, the last EU4 I installed was Dharma, so I guess you can't use the old files, I'm gonna redownload the new DLCs and I'm gonna update my situation in EDIT 3. EDIT 3 : It works now.

If my guess is correct, you tried to update your old game files (1.29.3) to 1.30.1. You have to download the game with the version of 1.30 (links above) to be able to update to 1.30.1
Here is what worked for me 1 Download the game as normal install it 1.1 copy the codex files to your eu4 folder 2 Run the launcher install in the EU4 folder 3 Go to Windows firewall advanced security click "outbound rules" now click new rule on the far right and block EU4.Exe and next block Dowser 4 open the dowser aka the launcher in the eu4 folder click ignore on the error go to your dlcs click disable all and then enable all of them again 5 keep the launcher open and run eu4.exe
The game won't launch via dowser.exe even though I blocked the internet through firewall on the Paradox launcher app. Btw the version of my launcher is v.2020.5, my internet is off and I have a Steam runtime error, I'm on Windows 10. If I launch the game directly then it works, but no content dlc (from Conquest Paradise to Emperor, so basically all DLC content).

Nah didn't work, now I don't get any Steam errors in the launcher, but my DLC is still constantly trying to get verified even though my internet is out (do I need to wait longer), strangely enough I still get a Steam error just before the loading screen appears, but after I hit play and wait for a couple seconds. I really don't like the new launcher btw. EDIT : Also my DLC section says that my DLCs seem to be corrupted, not that they can't verify them like the other guy had in his screenshot below.

That unit pack was uploaded yesterday for some time. It is not the DLC. The DLC is in the main download file. I think changing the picture will reduce confusion.
I bought EU IV for about $5, then (and now) download only DLC pack from internet, then using Cream api. With Legal EU IV, and all DLC, its fun to use Steam Workshop for MODS.

So, i installed the game updates in proper order, i did the pdx thing in launcher-settings, disabled the internet for eu4 with the firewall and i get this
I am pretty sure you blocked the wrong thing, cause your launcher is up to date. There should be an error in the top left corner saying "Failed to update the launcher" or something similar. Also did you run launcher-installer-windows.msi after installing the game ? That will install the launcher. So let's say that you already installed it in "C:\EU4Launcher", go to that folder and you will see another folder with the name "launcher-v2.2020.1" or something similar. In there you will find "Paradox Launcher.exe" and that's the exe that you have to block in the firewall. Reason for this is that dowser.exe will run Paradox Launcher.exe. You can see that with the task manager. Your problem might be something else though, like maybe you have to run it as an administrator, or who knows what.

First rule of seeking help online: Provide enough information. People can't help you if you just say "shit man there is some error". Pictures are often the easiest way. That being said make sure to download the actual game first, install it, and then repeat that process for every update from 1.28.2 to 1.29.3 in increasing order, you can't just install the latest update. You will probably have to do few more things to get it working, but do what I told you first.

However, I do have a fix for it. Go to your EUIV Game directory and find these 2 files. First being "dowser.exe" and the second being "launcher-settings.json" Once you find them both, open launcher-settings.json and change the word "distlauncher" to "pdx" then save. Next you open dowser.exe in admin mode and the new launcher should pop up. Yeah, that's all lol. Sidenote however is that i'm not 100% sure if changing distlauncher to pdx actually enables dowser to be launched, I just followed someones instructions. Secondly, there's a problem with the DLC's being on verifying mode, means you can't individually enable and disable DLC's unless the verifying mode is done. I dunno how to fix this, maybe turn off your connection to the internet perhaps?
When I run the launcher it says Steam runtime communication error, so I ignore it but when I try to run the game from the launcher it says that the launching failed, and when I run it from desktop there's still the problem from the beginning.
The launcher doesn't open whatever I do, it says that I need VCRUNTIME140, VCRUNTIME140_1, MSVCP140 and when I download them, it gives me a different error.
The reason must be your data output. You should remove some hostile virus in your computer to make it work. Or you might directly open the game through the application.
the moment the game starts up and i press single player it crashes. I have turned all the setting to absolute zero, so even my potato of a laptop should be able to run it, so that can't be the problem.

I sugest just doing 1st 3 in order. Downloading updates and then doing em in order again then apply it 1.29.3. If it doesent work try with just 1st 3 ending on 1.29.0.

Can someone help? When I try to open dowser.exe to enable my mods, the launcher starts but I get the error "Something went wrong while initializing the launcher". The details just give the path to launcher_settings.json The only thing I changed inside launcher_settings.json is the platform from steam to PDX, as the other comments suggested. Any help?
to those who are having problems opening the launcher here is how i fixed it: go to the main folder and go to pdx_browser delete the CEFProcess.exe do it on both 32 and 64 after which it still will not work BUT if you open the application about lke 5 or 8 times it will begin to work like a normal launcher we might have to wait for a fix

I've redownload it multiple times and it's still doesn't work. When you double clicks the rar file, do your winrar directly shows the content of the rar file or say that it's in unknown format or damaged?
Ignore the third party warning. It crashes because eu4.exe is trying to update itself by connecting to the internet, which a cracked copy should not do. Make a rule in Windows Firewall to block internet access in applications eu4.exe and Dowser.exe.
First, go to launcher-settings json file and change "distPlatform": "steam" to "distPlatform": "pdx" as someone in below commented. Then make a rule in Windows Firewall blocking both EU4.exe and Dowser.exe from the internet, or just turn off online connection. Try if that works.

You should check the older comments but anyways on windows you have the option to cut an apps access to the internet (dunno the program google it) and then it works unless you need .dll files also google the site where you can get those for pretty much any game on windows (legit or cracked).

How do I patch the game? Downloading patches 1.28.2 and 1.29.0 only get exe files instead of rar archives, and running them does nothing but download weird corrupted files with no extension. Do I put them somewhere?

I had problems with this, my new mods didn't show up(old ones did) in the new launcher at all.
My method of adding mods was, and still is:
1.) Download some eu4 modfrom skymods
2.) Extract files, copy both folder and .modfile3.) Go to Documents\Paradox Interactive\Europa Universalis IV\modand paste them both in
This method didn't work for 1.29.3 patch, so I poked around a bit and found that all of the old mods, and none of new ones were showing up in Documents\Paradox Interactive\Europa Universalis IV\mods_registry.json file.
To make your newly added mods show up in new launcher you have to manually add one line to it which consists of >>> "unique-id": {"gameRegistryId":"mod/Your Mod File Name.mod, "source":"local", "displayName": "Your Mod Name", "tags": [], "requiredVersion":"1.29..", "dirPath": "FULL PATH(starting from C:\) to your mod FOLDER(not .mod file)", "status": "ready_to_play", "id": "unique-id"}, ^^^ Put that line after first { ^^^ Don't forget that comma at the end ^^^ For unique-id you can put "9c7bb554-0de0-4c79-9b7c-21fdaf8a1e5a"(this is how they look for my mods) just change one character for every new mod you put.
Just put a comma and add it the same way you did the first. Do note that all mods have to be inside one pair of { }. I also change the id for every new mod, although I didn't test if one id can bu used multiple times.
UPDATE: Ok so it looks like dowser.exe behaves differently when all your mods are up to date with the current version of the game. I am just guessing but I think it switches to some kind of "compatibility mode" if it finds mods that are from the previous versions. So when that "compatibility mode" is not on, mods_registry.json does nothing, it actually gets overwritten when you run dowser. Which means that your mods don't show up at all. Now if you look at .mod files, you will find that there are 2 "path" variables. Leave one that says "mod/Mod folder name", and delete one that has the full path. That's what did it for me at least, hope this helps someone.
Few things to add: 1.) This is the only way that worked for me 2.) Idk if id in mods_registry.json file has to be unique, or if it can be repeated 3.) Idk if id has to follow some particular structure, or if you can just put one character You can explore that on your own. Ask questions if you need more help.
Yeah bellow download links you have updates. They are not needed, but if you want to play more up to date version of EU4, then you have to download them and install them.

It is not an explanation but it does the same thing to me. It is strange because it worked on my previous PC. I also found a forum where people with legit copies had the same problems (from 2015 or so). It could be windows itself but honestly idk.
So it works now... It is actually a good advice to turn of wifi before even installing it. I will also test if i connect to wifi if anything changes but that is all for now. Try deleting ALL the files of eu4 and reinstalling without wifi. Enjoy the game!!!
thanks for advice i will try it out Well I did tried it out i installed the game without wifi then I copied the part of Codex into game directory and added dx3xd9_43 because the game otherwise would'nt run so i turned it on and nothing just a white launcher that turned itself on for 2sec and then nothing, Well I guess I cant play EU4 on this computer even tho my last one worked anyways thanks for advice
I know this is late but you have to block the EU4 exe in the firewall. Even if you dont know how to do it dont worry there are dummy tutorials out there. That always works (if any game doesnt run after applying crack maybe it is trying to connect to the internet so just try blocking it and it almost always works). Hope this helps
I had the same problem as you had. I just turned off the wifi on my computer and unplugged the ethernet cable. When I launched the game it ran smoothly. Hope it helps.

Never mind! Solved! Here is a comprehensive list for how to get it to work for new ones after me trying alot. Download the main game and all the updates. Then install main game! Then after that download each of the updates. Then install each one via codex into the directory of your game folder. Do this without internet. Then once you have it change your JSON file from where it says steam to paradox. Either do this by changing to notepad or if you can without it. If using notepad, remeber to revert it back to normal JSON file. After that it should be working good. Finally, from the last update file, add the crack from the LAST! update folder 1.28.3 into main game folder. That hopefully is enough to work.
Here is the solution for 0xc000007b problem, also this solution is true for everybody who can't run this game: You should update your windows, this can be done with, first uninstall Microsoft Visual C++ 2015 Redistributable (both x86 and x64 version)
Know your system, it is x86 or x64
google this and enter official microsoft site : "Windows 7 and Windows Server 2008 R2 Service Pack 1 (KB976932)" make sure you enter official microsoft site its domain is http://www.microsoft.com
click download button and choose "windows6.1-KB976932-X64.exe" if you have x64 system or choose "windows6.1-KB976932-X86.exe" if you have x86 system. intalling this update can take 30 minutes long, you system may seem interrupted dont worry, just wait it to finish its job.

My advice if you´re new and you just want to play the game: Stay with version 1.28.x. Disconnect, start the game and everything will be fine. 1.29 can be a fucking pain in the ass.

Hello. Please, can some one help with mods? The launcher recognize the mod, I enable it and start the game but it is still vanilla, not the modded. I dunno if Mod Tool is useful but it doesn't work anyway: "api.E NOTFOUND" I made the 2 .mod files thing, the one with the mod name in the /mod folder and one named descriptor in the archive...but nothing. I dont know what else to try.

Nevermind. I found out how. What you need to do is go to the mod section of the launcher and click on "Mod tools". It will then open up a page to fill out mod details. Fill it out (it doesn't matter what you put in it) and it will open up a folder in C:\Users*Username*\Documents\Paradox Interactive\Europa Universalis IV\mod. Then extract the mod file. Replace the .mod file generated from the mod tools with the .mod file you extracted. Then open up the mods folder and extract the remainder of the mod files into it. (But do not replace the descriptor file generated by mod tools) Then the mods will work.
Sorry I dont completely understand what to do. Extract wich mod file? I find the descriptor mod file inside the folder that was created by the "mod tools." Is that the one i should "extract"?

There's a file named "launcher-settings.JSON"in the game directory. Did you modify it? In the case you didn't, you have to! Open with a text editor, search for "sistPlatform" and change the "steam" arg with "pdx".
I had this problem before. What was happening was that (because i had installed vic 2 that way) i had installed them into a file other than "Windows-SSD (C:) > Program Files (x86) > Europa Universalis IV Golden Century". So what you need to do is just install them into the designated file without changing anything.

Well ISP makes videos on it and his PC specs says he uses Windows 10 64bit so hopefully that's answered, I am just worried about the DLC. In the HOI4 that I downloaded here it said it had no DLC and it was either because I was trying to enable it wrong (hence the question) or my Windows 10 is 32 bit so it simply wasn't compatible. (Anxious about this game because christmas I get a PC competent enough to run a game like this but I heard it's useless without DLC and the computer will run 64 bit Win10)

First, erase the folder "Documents/Paradox Interactive/Europa Universalis IV". When you launch the game after that, the folder will get created again, and you will still get a warning on the manage DLC page but the DLCs will work regardless once you launch the game. Then, inside that same folder create a "mod" folder and put your mods there. If mods still don't show up then you may have to edit the .mod file of the mod and change "archive=" to "path=". This game is a bloody chore to set up...
Sorry to hear that. Whenever this kind of thing happens the best any of us can do is fix it ourself then just re-tell how we fixed it and hope it works for others as well. Hope you can find a solution
I find the way... You just need to go to your document/Paradox Interactive/ and you delete the Europa Universalis files then if you have Onedrive you need to delete the same file in the Onedrive document
Good day! I just updated and reinstalled the files of the base game and the 1.29 update. The launcher through dowser.exe still failed to launch. The error shown is just a red triangle warning sign saying launching the game failed. Try running the launcher as admin and if the game crashes check the "crashes" folder in "documents", but it may be because you're trying to run the game with outdated mods that are no longer supported.

When I look in the folder (dowser.exe) and click on it, the launcher works, but when I click the EU4 icon on the desktop, it doesn't show the launcher, and it directly starts the game, could anyone help me ? Plus it dosen't show all the mods, plz help
Paradox created a new launcher separating it from the main game, I presume the EU4 icon on your desktop is the game, either create a dowser.exe shortcut and put it on desktop or launch it once from the main folder selecting the dlcs/mods you want and the game will remember your choice in the future. Your mods may need to be updated/reinstalled if they don't show up, or you didn't put them where they should be ( in the mods folder read the .mod files and see the path which is either the "mods" folder or "workshop" folder in "documents").
For those of you wondering how to get the new launcher working to get DLC and mods then you have to install the launcher, copy the crack (the codex files from the 1.29.0 update) to %LOCALAPPDATA%\Programs\Paradox Interactive\launcher-v2.2019.09.1\resources\app.asar.unpacked\dist\main Then in the game folder itself, look for dowser.exe, open it and the launcher should work.
How to fix the problem of the game crashing 3 seconds after you open it:
The reason this happens is because it's trying to connect to the paradox server most likely, and obviously, as the pirate life entails, we can't do that.
You need to manually block the eu4.exe file in your firewall system so it can't connect online. This is a tutorial on how you do it: https://www.tips-howto.com/tips-firewall-exe-block-windows-10/ As soon as you do this, you can play the game freely and never worry about it again. Now for multiplayer, I've no idea what this entails, I haven't tried it. This works for singleplayer though. Good luck on your adventures brothers!

Thanks! But this is basic. Never let any game to go on to your network. Best if you set your firewall to: "let me know if something want to go online" mode. And you'll see if something try to reach the network. God, this is so basic step. The cracker teams not even give this info anymore with the games, coz it's soo obvious.

That happened to me when I tried to install UPDATE V1.29.0. without other updates. So after that I first installed UPDATE V1.28.2 then installed UPDATE V1.28.3 and then I was able to install UPDATE V1.29.0. without that error/fail message.

Same for me, had the installation earlier and it worked fine. So couple of days ago I installed it again and when I start the game it just open the launcher with the pop up over it that is 'locked' with only OK button. You cant interact with it and after a couple of seconds it just crashes and that's it. No text or anything, just crash.
Managed to get the launcher running and the PLAY button to actually start the game, but despite seeing my steam mods (Downloaded using a legit version that just lacks some newer dlcs hence why I use this one) and it allowing me to enable them, upon launch they dont exist. Like, I tried a mod that fully changes the map, and I still see Europe when I reach main menu... :S Is there no way to use steam workshop mods outright anymore? Used to work with the old launcher..

Are you sure you copied the contents of the CODEX folder into the game folder? It seems like you have an issue with the crack. Even if you upgrade from a past version you'll still have to copy the new CODEX folder into the game folder for it to run correctly.

It did with the old launcher, I didn't know a new one has been released. How does it work now? I did what you said in the comment below and the launcher doesn't show any mods. Nevermind, it works. ;-)
Back with the old launcher, I would install the mods using a small .bat I got from some forum I don't remember. Sometimes you needed to edit the .mod and change the value for supported_version, and that's all. After writing my previous post I followed the steps you mention in your video and it worked, thanks.

Ok i have no idea of what the hell to do. I installed Golden Century CODEX, and the updates V1.28.2, V1.28.3 and V1.29.0. I edited my launcher settings file from "steam" to "pdx". Then i try to open the launcher with dowser, and it works!. BUT when i try to launch the game from there, nothing happens for a few seconds and then the launcher just closes down. If i try to launch the game with the exe file, then the game starts with no dlc enabled. Does anybody know what i'm doing wrong?
Yes it did work for me. I simply dragged the 1.29 CODEX files over to the main Golden Century folder. If your game is launching with no dlc enabled, it probably means that your crack is outdated.
I installed all the updates in the correct order and re-installed the game and it still aint working. The updated game worked till 1.29, then it just turns itself off on start. Is the new launcher necessary for the 1.29 to work?
oh but when i do turn it on it doesont even start the launcher. It just goes into the loading screen and then immediately turns itself off...and ive tried reainstalling it mulitple times
I'm having some serious trouble getting the newest update for EU4 here. Every time I try to download it, it makes a scan for updated files and it doesn't work because the hash sum of the md5 doesn't match. Does anyone have a solution for this?

I installed the game and the updates but the game doesn't open at all. I click on eu4.exe and nothing really happends. After installing the 1.29 Update and copying the new 64 bit steam files I only get the 0xc00007b error which apparently has something to do with messed up bit-version, e.g. 32-bit executable trying to open 64-bit dll files but that's all I could find on the topic. Got any help?

for those who want use mod you need edit launcher-settings.json and change "steam" to "pdx" then use dowser.exe to use the launcher.(sorry for bad english)
Look , this launch method only need if u use some mods.If you don't, don't start like this. Use the eu4.exe buddy. If you using mods, this launcher having problems with mods(you can see the flashing picture), or your mods not compatible with other mods, or with the game version.

I never installed the game on this laptop. Only on my stationary back home that works EU4 perfectly. This laptop is way above the requirements for the game, so in terms of requirements its a go. Visual Studio packages are all downloaded, etc... don't know what to do.
You have to copy only the files from CODEX from the 1.28.3 update,the last update,you just need copy all files into game folder. No need the iso crack,no need the first update crack,if you have win7 ,and you followed the video,it should work
I did that as well, didn't work. Only copying the crack from 1.28.3. But i didn't insert it manually. There's an option to copy the contents automatically from CODEX that I ticked from the 1.28.3 update

I have installed the game, copied the codex content from 1.28.3 update pasted it in the game directory, but my launcher keeps crashing. My antivirus is already at passive mode. I am using windows 10. I don't know anything more I could do.
For all the people here who don't know how to enable/won't show the DLCs in their launcher. Just copy the contents of the CODEX folder in to the game directory folder.

hey, i downloaded the game but for some reason, i cant access to the launcher. e.g when i click the eu4.exe button, it doesnt open the launcher, the mouse arrow changes to the blue circle but at the end nothing opens.

If you still get errors like that go where your game files are , double click _CommonRedist and run the .exe files from the folders You should run :DXSETUP.exe , dotNetFx40_Client_x86_x64.exe ,vc_redist.x86.exe AND vc_redist.x64.exe even if you have 64 bits system you need to run both of them

go to http://steamworkshopdownloader.com/ and put the mod link in there, remove the "mod_" from the file name then put the file inside the folder in \Documents\Paradox Interactive\Europa Universalis IV\mod and then open it with winrar and extract only the descriptor.mod you can rename descriptor to anything you want
Is the igg-games dll missing again? I don't mind you putting drm into these cracks; what bothers me is that when you remove them, you don't make the game playable again. This is just ridiculous.

If im not mistaken after you decompress the original zip file in the folder you get there will be a file named CODEX.All you have to do is copy everything inside of that to the files of the game.
PLEASE READ: Everyone with the problem of the game launcher crashing after showing a blank message for 2 seconds, the solution is to: Re-install the game (update to 1.28.3, the latest update too), allow the game access the Internet through Windows Firewall for the first launch, dismiss the Paradox announcement box, close the launcher, block Internet access through Firewall again. This is due to Paradox's updates across game launchers (see Imperator Rome launcher).

It will open a new window where you can add rules (see Outbound Rules) to block or allow a program's access to the Internet. By default, EU4 should have access, but games sometimes add a firewall rule, which is good practice if you don't use a VPN and don't play multiplayer, as you're less likely to get caught by the devs/publishers. I always add a Firewall rule to block my igg games, but I noticed that re-installing, updating and adding a specific rule to allow access through the firewall fixed the EU4 problem. I blocked it right after. If you need any more help, don't hesitate to ask, hope this helps!

Make sure your game is updated. If the game isn't in outbound rules, add one yourself, first blocking eu4.exe, then launch it, then allow it in the Firewall, then launch it again. If it still doesn't work at that point, see @Janooooo's method: They clicked the EU4 starter icon dozens of times and started several games until they crashed and the next one said a message about an "ungraceful exit". They clicked skip on that message and started to play the game. (Also, thrones.exe is definitely not EU4, EU4 is eu4.exe)

However I found my own solution: I clicked the EU4 starter icon dozens of times, as fast as possible until I stared enough games to cause one of them to crash and then the next game which I opened didn't come with a message I would've got normally, but came with a different message instead, that said: Ungraceful exit It seems that the application closed ungracefully, sending us crash report will help us track down the issue. The transmission will run in the background while you play the game. Send Report? Skip/Send I, of course, chose "Skip" then started to play the game.

You need to start the game with an Internet connection enabled to the game once, dismiss the Paradox messages, then you can block the game in Windows Firewall again.

Same problem as everyone here it seems, the launcher shows an empy mesaage and then crash... i installed the patches and nothing changed, im downgrading the version until it becomes safe to upgrade, how ever, thank you for ALL your hard work

Have you both downloaded the steamfix? If not then do so, and if you have but can't find eachother try using the game ID to connect, and if you want to find more people to play with or need additional help, join the pinned discord server.
I have the same problem as the last 3 people who commented, a window of the game appears, the music plays for a second, and then it closes, without returning any error name or missing file.

Dude this DLC is for the Roman culture, which is a dead culture in EUIV. So yeah that's pretty much a dumb scam if you don't have the DLC that allows you to make custom nations which would give you the ability to use the Roman culture.
If you get "missing MSVCP140.dll error" it's because you need to install the 32-bit (x86) version of MSVCP140.dll. This game is currently (Golden century) 32-bit, it's NOT 64-bit Download - VC++ 2015 Redistributable (x86) - from microsoft website

I need help with getting EU 4 v1.27.2 working with CreamAPI and Steamfix. I've installed the game following clearly through 1.26.0 > 1.27.0 and finally 1.27.2 . But I've had no luck getting server to pop up in the game browser. I've firstly installed a new CreamAPI for 1.27.2 and then a Steamfix 1.27.2 Poland. A little late, but you just download the update files like the game files, open the "Update" folder, run the "Setup.exe" click "copy contents of CODEX directory to installdir" and click on "Install" (also make sure the install directory points to your game folder). Done.
You need to install the game, so no, you can't bypass the setup.exe's. If someone can upload the "pre-installed" game, you could use that (I think) but I neither have the game installed anymore, nor a good internet connection.

dont think you'll like i then, it's about managing an empire, so rts basically, you like more rpgs, also if you want to try it watch a guide about eu4 cause it has way too many things and you'll just quit it cause you dont understand anything, an advice i can give since first time i tried it, i quitted it lol, but after you get to know the game there's a lot of nice stuff you can do
Maybe you will, but you may want to check out mount and blade if you want to try a parodox game to see if you might get into it. Mount and blade has tons of detail like these games, but it plays like more of an action game. May be a good starting point, it is what got me hooked. Wish I had the money to support them now, but that will have to come later. If you try these games, just keep in mind this isn't civ. Parodox games are often extremely detailed and driven by events and stories (often stories created dynamically from the game's systems) rather than battle after battle.

In two languages: Polish and English ENGLISH I do not have the "Crack" folder in the game files: | I have only the "Codex" folder, Stetup.exe, Stetup-1.bin and autorun.inf. This is the full game, not just the DLC. I'm pretty sure you can't add DLCs to legit copies of the game, but I may be wrong edit apparently the DLC can be cracked, but you still have to download the entire game. There's no separate download for only the DLCs. Cracking them is up to you to figure out though
If google drive link is down, you can always save it to your own google drive make a copy and then download the file, this works with any game as long as the google drive link isnt completely removed.
not dead, just overused, change the "uc" to "open" on the link, and copy the file to your drive "add to my drive" , when u do that make a copy of the file in ur drive and you can download that copy
Oh, yeah I found my mistake; after adding the file to my drive I was trying to download that file directly instead of creating a copy of the file and downloading that. Thank you for the help!
That's not at all why they go down. it goes down because if they let thousands of people get on and download the same file with no restrictions, their servers would slow down or crash. They have to use the restriction they do. It eventually gets unlocked again, but most people don't realize this because in the short time that it gets unlocked, thousands more people start downloading and it goes down just as quickly as it did before. At least they don't try to sell you more bandwidth once you reach the limit, like Mega.
I can't activate the DLCs, i already looked for eu iv launcher and it does not exist in my crack, i try to look for smart steam emu and it does not exist too. Could somebody please tell my step-by-step method to enable the dlc, please. Especially the locations. Someone said to "just click copy contents of codex directory to installdir" except i have no idea what contents i need to copy, in what folders are those contents located, and where is the installdir exactly. Update: i think the problem comes from the compatibility issue with the windows 10. When i tried to run the game on another laptop installed with windows 8, the problem didn't occur and i can play the game! Same thing happen with Hearts of Iron 4 and Crusader Kings 2. I can't play those games on windows 10, but i can with windows 8.
Works fine, thx! I recommend everybody to install the game, then the patch at step 6 here above, then the crack (in game main dir). Win 10 64bits here, every DLC seems ok so far.

how in the world can i change iso file i tryed it now for 1 hour and installt many tools the first 2 tools where only openers and you need to bye the 3rd to change iso files with over 500 MB so how in the world do i change iso files
Hey guys, I have a problem with the extended timeline mod.The eu4 engine apparently can't handle that mod...There are too many years.When I start in 55 or the first events the game just closes, and when I start later I have 9 fps...It is not my pc because even if I lower the graphics and change the resolution the fps are still the same...Also eu4 runs perfectly without this mod.So, is there any way to shorten the timeline?The only way I can play now is by selecting present day and going to 8000 so there are only 2000 years left when the game runs nicely.Any ideas?
Right, I had this problem too, after a few searches on youtube I found a solution, here's what you wanna do in steps.
go to: The game folder/ History / Provinces You wanna delete everything that's in there.
Extract the mod inside the game folder, this will merge the mod with the game and you will always play the modded version; I recommend copying the game before doing this since it can make it not work at all. You want to replace all the files that the mod adds in. Hope it helps, this fixed it for me anyway.

Hey there Download from one of the links above (I used http://gamestorrent.co/europa-universalis-iv-rule-britannia-codex.html so I'm not sure if it's the same for other links). Hit setup.exe after you unzip the folder with something like Winzip/WinRAR/7zip (the best). You may need to mount the codex-europa.universalis.iv.rule.britannia.iso before this (or after, I can't remember) - right click > mount if you're on windows 8+ or download a mounting tool (google). In the setup.exe there's an option to copy to the codex, make sure that is ticked. For me the games files were sent to C:\Program Files (x86)\Europa Universalis IV Rule Britannia - look in your Program files and you'll find it, or if you created a desktop icon > right click that > open file location. Now, go back to the codex-europa.universalis.iv.rule.britannia folder that you unzipped at the start, and copy everything there into the game folder (e.g, the .iso and everything). Then open the eu4.exe and it should work. If done correctly it should work - you may get an error about not having enough vram, it doesn't matter though.
Mind specifying the problem? I've had this version of the game for well over 4 months and it's always worked fine, so obviously there must be a problem on your end. Are you sure part of the crack files haven't been deleted by your antivirus?
I either can't find or don't have the EUIV_Launcher.exe file...I've tried to open with eu4.exe and eu4_profiling.exe but even without all the dlcs or add-ons, it doesn't run. Currently it says that it's been "loading graphics..." for the past 10 minutes. Update: after turning off all the dlcs and using eu4.exe, it displays the loading screen for a little while, and then promptly disappears.
I had previous version of eu4 - Third Rome and now I want to upadate it to this New version. I donloaded this updater, I launched and nothing happended. Next I downloaded Eu4 Cradle Of Civilization from this normal link, I replaced old files of eu4 and when there where New files of eu4 cradle of civ. all dlcs crashed. Hi, when I try to open the game with eu4.exe I see this error: "windows does not have access to the specified device, path or file. You may not have the appropriate permissions to access the item". Any explanation about this error? PS: I downloaded it from Google Drive and the game was already "installed", no setup or any installation, just the game folder. Cracked it and installed the update. Right click on the eu4 folder that all the game contents is in (so exit the folder and right click it) > click properties > click security > click edit > click on "user" or your specific username, click full control. Then try it.
Hey! I'm having problems playing Europa Universalis 4 and I tried asking for help in the appropriate page but no one answered so this is my last hope. So I could download the files from tusfiles just fine, and was able to copy the folder inside the "iso" into my computer. There is no setup file or anything to install the game. Just the complete game folder. So I looked for a video tutorial and there is no video specifically for EU4, so I followed the generic video tutorial and it didn't really help. I copied the entire folder and was able to initialize the launcher and launch the game, but whenever I try to actually start a game match, be it either a tutorial or a normal single player match, the game crashes. There is no message, no error, the game just closes, it disappears into my desktop when I try to start a match. Please notice I found no crack inside the ISO file. Also is there a way for me to post error logs.txt here? The game just crashes and gives no error message so I'm really clueless as to what's wrong. Perhaps the error log txt file could shed some light on that? Any help or hint in the right direction would be greatly appreciated! Thanks so much for uploading! Finally if you have not understood to have all the dlc it is necessary to go to the file named SmartSteamEmu.ini to open it with Notepad and to search dlc logic you will find a chose with mark Default = 1 put 0 instead it is done ( : sorry for the language im french
You can't play online on cracked versions, besides, of course it doesn't show it, what would you expect? In most if not all countries, piracy is illegal, you can't expect it to work the same as the actual game.
For those confused as to why you can't use the DLC's DO NOT USE THE MAIN LAUNCHER!!! Use the file named EUIV_Launcher.exe, you'll see a streamer warning but unless you stream... who cares?

In the "News" tab, the 2nd option is "DLC" click it. Although they should all already be enabled from default, you then click on "Expansion" to see the names of the DLCs. If they are activated, they should have a small check sign next to them, if they aren't activated, click them to activate them.
Instead of uploading that 1 gb of file, you should have just copy/paste those lines here. I don't get It but thanks. For all other people open SmartSteamEmu.ini: Copy/paste following lines: 539260=Europa Universalis IV: Evangelical Majors Unit Pack 487150=Europa Universalis IV: Songs of Regency 443720=Europa Universalis IV: Kairis Soundtrack Part II Save and exit. You don't really have to delete a cache folder or something like that, at least not in my case, just restart the game.

Just for those that are missing 3 DLCs - they are a part of the game, there's just a bug. You can manually add the Songs of the Republic and Kairi's Soundtrack 2 into the steam_emu ini file, while the Evangelical Unit Pack has been misnamed. The only truly missing DLC is in this game is DLC number 64 (dlc064), the "Fredman's Epistles"
It is the full game with all but three cosmetic DLCs; two musical and one unit pack. It is without the Songs of Regency musical pack from the Rights of Man Content Pack, without the Kairis Soundtrack Part 2 DLC of the community-made songs and without the free Evangelical Majors Unit Pack DLC.
Okay I can see the dlcs but no way to activate them. Wasn't there some steam.ini file or whatever where you had to retype something to unlock them? Or was that in HOI4?
And since mods will not post the update files I will do it myself.

Make a folder named "XXX" extract the downloaded zip into "XXX".
Copy the "descriptor.mod" and place it in root mod folder (Europa Universalis IV/mod/).
Rename the "descriptor.mod" to "XXX.mod".
Open the XXX.mod in notepad and add this line in the end:
path="mod/XXX"
Save it.
So in your mod folder you will now have a folder named "XXX" and a file named "XXX.mod".
One mod installation is done. Launch the launcher and you'll see the mod under mod tab.
Repeat the steps 1-6 for every mod you download.

Therefore I think it's best to upload the "original" version, it will ensure that nothing is missing, or at least if it is missing, we can easily tell which DLC files are missing.

I mean did these clowns even playtest their own game ? at least for a week? how can you manage to allow such an easily replicable bug that literally deletes the entire world from a save file to go through they must have done zero playtesting no other explanation for this
Usually paradox makes 1-2 big changes that make the game worse but you still play it because with all the new changes its a slight improvement now they made the game worse and also there's so many bugs that it's unplayable
And for the people that will end up downloading it anyway don't download the update 1.31.2 on the torrent site it makes it even worse and also breaks the only way to bring back corrupt saves aka https://nixx.is-fantabulo.us/paperman/ but this also converts it to non-ironman so barely a fix wait for 1.31.3 better to just leave the game open and don't close it that's the only way to fully avoid the bugs and save game crashes but the game might crash after 100 years anyway this entire thing is a mess
what you're really complaining about is that the game got bugs, the crackers wont crack the new updates until a stable version is released, so as per usual, if you want to play a game you enjoy, BUY IT.

When you download this u will get it in win rar file if u have win rar so what u need to do is exctarct it i prefer to extract it on desktop (it will not be needed much more later) alright so you exctracted it and u will now open the file and find "codex-europa.universalis.iv.emperor.iso" so now when u found it open it and u will then find and open setup.exe so it will open codex it will probably open 2 of them but dont worry the other one u cant move is just like a mirror and u can now turn of music if u want (it banger i can say) u can turn it of by pressing pause button "ll" or by turning down volume so next thing after u enter codex u will have option to do some things ill go over what each of them do so first "install directory" is where u will want to download your game so u can change dis by pressing down arrow at the bottom left and u can change it by browsing and selecting in what folder want it to be by u can do that by pressing "Browse" and selecting the folder u made that u hopefully remember where you put if u dont well make another one and last thing here is create desktop shortcut that means that it will create a shortcut for the game on your desktop alright next thing is directory at start menu i dont recommend change it unless u know what you are doing but i prefer leaving it alone alright so we get to bigger point the space required make cure u have enough space on your disc (hdd,ssd,m.2...) to store the game i prefer that u put it on your ssd because it will run faster but just check that u have enough space alright next thing is "do not create uninstaller and do not write any scepific system info" i dont rly know what that is but i never turn it on really so just leave it unless again u dont know what u are actully doing and the last thing but not the least and most important is "copy content of codex directory to installdir" turn this on because this will allow you to actully have the dlc on and this is the main part so turn this ON and now u can press install and it will install it alright after that what u want is to go to the game file u can do that by finding it in file explorer hopefully u remember where you put it but if u didnt change anything it will probably be in local disc c/games/eu4 emperor so now if u found it open it and scroll down where u will find launcher-settings.json and open it (i recommend using notepad++ or notepad) and what u want to do is u will now change "steam" to "pdx" i will be just under the link u will probably see it so again change "steam" whit "pdx" after u done that go and save it and close it so u are almost done now what u wanna do is go to the launcher or how its called "drowser" and run it as administrator so find drowser.exe and run it as administrator alright then on the left side u will see home - dlc - mods - game settings u will now have to go dlc and check if all dlc are enabled and if they are thats good but if they are not or u want to turn some of them of u can just press the switch thats right of "enabled" or "disabled" text or u can turn all dlc on by pressing switch left of the browse dlc in the top right corner alright after that just go to the home and press play and that should be it go into singleplayer mode and check if all of the dlc are working if they are not u can ask questions by replying to this comment or try reading this again amybe u missed something.
So thats it this is all what u need to install and run game if u have problem whit mods i cant help you whit that bc i dont know how mods here work but there will be someone that can help you.

Next go to the EU4 main folder and open a file called dowser. This will lead you to the Paradox launcher. Go down to mods and then 'Manage Playsets'. When you are there click the 'Add More Mods' button in the bottom right corner. Then select the mod you want to play and then activate it in the previous menu.
You won't be able to launch the game through the launcher but you can through the EU4.exe and the mod will be activated.

Whenever I click EU4 it just starts the game and the loading screen.
I don't get the launcher that has the mods and dlcs.
Also use text editor to edit launcher-settings.json and change the distribution platform from steam to pdx, in order to bypass the dlc authentication

I have copied the contents of the codex folder correctly, and i cannot start it through the eu4 app, as apparently a .dll file is not installed, but dowser does not recognize the steam api.

In the game folder there's a launcher settings a json type of file. Open said file with notepad and there you need to replace where steam is mentioned with gog. Save and now you can use mods and dlc.

This is what I did to get my game working well after initially not having any DLC available. Might not be a guaranteed fix but it worked for me so I figured it would be useful to see.
For example i'll use Extended Timeline as the name of a mod, it should look like this
path="mod/Extended Timeline" and save it, then copy the descriptor and paste it outside in the "mod" folder, change the name of the pasted descriptor to Extended Timeline and then launch them from the launcher.
If there are other paths in the descriptor delete them. keep the original descriptor inside the folder, but rename the descriptor outside the folder.

There is a counterfellow file that keep your application to pop up. It will forcibly close the screen before you can play it. If u experienced the same thing that it close by its own will, then the problem must be that way.
Save and make what I have said in the last comment.

Btw now that launcher has been "fixed", you have to run eu4.exe manually.
And if you want to run mods, you have to edit "dlc_load.json" manually after installing a mod.
You should really provide a link for the previous version of the game(mainly because of the launcher).
I found the solution that worked for me.
Apparently, eu4.exe was set to run as an administrator, so you either have to go to properties > compatibility and turn if off or run dowser.exe as an administrator.
And it looks like you can set up your DLCs in the launcher, close it and then run eu4.exe, if for some reason you can't run it with a launcher (no need for manual editing of dlc_load.json file).
If you didn't, go to CODEX and copy and replace all 3 files into main EU4 folder.
All my DLCs are activated, but I can't run the game with the launcher, I was thinking maybe it's because it can't verify the ownership of the DLCs.
I also changed the "distPlatform" to "pdx", because that's what I did for previous versions, don't know if that affects anything at all.
By the 3 files you mean the Steam files right ?
EDIT : It worked, but for some reason only Golden Century and Emperor are enabled, the other expansions aren't.
EDIT 2 : It might be because I used the DLCs I had from before, the last EU4 I installed was Dharma, so I guess you can't use the old files, I'm gonna redownload the new DLCs and I'm gonna update my situation in EDIT 3.

You have to download the game with the version of 1.30 (links above) to be able to update to 1.30.1
1 Download the game as normal install it
1.1 copy the codex files to your eu4 folder
2 Run the launcher install in the EU4 folder
3 Go to Windows firewall advanced security click "outbound rules" now click new rule on the far right and block EU4.Exe and next block Dowser
4 open the dowser aka the launcher in the eu4 folder click ignore on the error go to your dlcs click disable all and then enable all of them again
5 keep the launcher open and run eu4.exe
Btw the version of my launcher is v.2020.5, my internet is off and I have a Steam runtime error, I'm on Windows 10.
If I launch the game directly then it works, but no content dlc (from Conquest Paradise to Emperor, so basically all DLC content).
EDIT : tried launching both as admin, didn't work.
EDIT2 : if I launch the game and hover over the expansion icons, it says not owned.
I really don't like the new launcher btw.
EDIT : Also my DLC section says that my DLCs seem to be corrupted, not that they can't verify them like the other guy had in his screenshot below.

With Legal EU IV, and all DLC, its fun to use Steam Workshop for MODS.
Also did you run launcher-installer-windows.msi after installing the game ?
That will install the launcher.
So let's say that you already installed it in "C:\EU4Launcher", go to that folder and you will see another folder with the name "launcher-v2.2020.1" or something similar. In there you will find "Paradox Launcher.exe" and that's the exe that you have to block in the firewall.
Reason for this is that dowser.exe will run Paradox Launcher.exe. You can see that with the task manager.
Your problem might be something else though, like maybe you have to run it as an administrator, or who knows what.
Provide enough information. People can't help you if you just say "shit man there is some error". Pictures are often the easiest way.
That being said make sure to download the actual game first, install it, and then repeat that process for every update from 1.28.2 to 1.29.3 in increasing order, you can't just install the latest update.
You will probably have to do few more things to get it working, but do what I told you first.
don't let the game go online, block the eu4.exe
first run dowser.exe,

I have installed the game and crack it, however, when i click on the exe to start the game, the launcher appears with some window whithout nothing, aside from a ok. Then, it doest happen nothing. My firewall doest detect the exe. Any sugestions?

Go to your EUIV Game directory and find these 2 files. First being "dowser.exe" and the second being "launcher-settings.json"
Once you find them both, open launcher-settings.json and change the word "distlauncher" to "pdx" then save.
Next you open dowser.exe in admin mode and the new launcher should pop up.
Yeah, that's all lol. Sidenote however is that i'm not 100% sure if changing distlauncher to pdx actually enables dowser to be launched, I just followed someones instructions.
Secondly, there's a problem with the DLC's being on verifying mode, means you can't individually enable and disable DLC's unless the verifying mode is done. I dunno how to fix this, maybe turn off your connection to the internet perhaps?
I have turned all the setting to absolute zero, so even my potato of
a laptop should be able to run it, so that can't be the problem.
The only thing I changed inside launcher_settings.json is the platform from steam to PDX, as the other comments suggested. Any help?

Now I can confirm that every patch here is working, although be sure to install all of them starting from 1.28.2 up to 1.29.3 in increasing order.
Now about getting 1.29.3 patch to work properly >>>
1.) Turn off your internet connection (new game launcher will try to update itself, so better be cautious here,turn it off)
2.) Go to launcher-settings json file and change "distPlatform": "steam" to "distPlatform": "pdx"
3.) Run launcher-installer-windows to install new game launcher
4.) Instead of running eu4 directly, you need to run dowser (which will run eu4 launcher and let you pick and choose dlcs and mods that you own)
Now how to make your mods appear in new game launcher >>>
1.) Download some eu4 mod from skymods 2.) Extract files, copy both folder and .mod file 3.) Go to Documents\Paradox Interactive\Europa Universalis IV\mod and paste them both in"unique-id": {"gameRegistryId":"mod/Your Mod File Name.mod, "source":"local", "displayName": "Your Mod Name", "tags": [], "requiredVersion":"1.29..", "dirPath": "FULL PATH(starting from C:\) to your mod FOLDER(not .mod file)", "status": "ready_to_play", "id": "unique-id"},

^^^ For unique-id you can put "9c7bb554-0de0-4c79-9b7c-21fdaf8a1e5a"(this is how they look for my mods) just change one character for every new mod you put.
I also change the id for every new mod, although I didn't test if one id can bu used multiple times.
Ok so it looks like dowser.exe behaves differently when all your mods are up to date with the current version of the game. I am just guessing but I think it switches to some kind of "compatibility mode" if it finds mods that are from the previous versions.
So when that "compatibility mode" is not on, mods_registry.json does nothing, it actually gets overwritten when you run dowser. Which means that your mods don't show up at all.
Now if you look at .mod files, you will find that there are 2 "path" variables. Leave one that says "mod/Mod folder name", and delete one that has the full path.
That's what did it for me at least, hope this helps someone.
1.) This is the only way that worked for me
2.) Idk if id in mods_registry.json file has to be unique, or if it can be repeated
3.) Idk if id has to follow some particular structure, or if you can just put one character

They are not needed, but if you want to play more up to date version of EU4, then you have to download them and install them.
You have an older version of the game.
When I try to launch it says:

first uninstall Microsoft Visual C++ 2015 Redistributable (both x86 and x64 version)
make sure you enter official microsoft site its domain is http://www.microsoft.com
intalling this update can take 30 minutes long, you system may seem interrupted dont worry, just wait it to finish its job.

I found out how.
What you need to do is go to the mod section of the launcher and click on "Mod tools". It will then open up a page to fill out mod details.
Fill it out (it doesn't matter what you put in it)
and it will open up a folder in C:\Users*Username*\Documents\Paradox Interactive\Europa Universalis IV\mod.
Then extract the mod file. Replace the .mod file generated from the mod tools with the .mod file you extracted. Then open up the mods folder and extract the remainder of the mod files into it. (But do not replace the descriptor file generated by mod tools) Then the mods will work.

What was happening was that (because i had installed vic 2 that way) i had installed them into a file other than "Windows-SSD (C:) > Program Files (x86) > Europa Universalis IV Golden Century".

In the HOI4 that I downloaded here it said it had no DLC and it was either because I was trying to enable it wrong (hence the question) or my Windows 10 is 32 bit so it simply wasn't compatible.

I installed Golden Century CODEX, and the updates V1.28.2, V1.28.3 and V1.29.0.
I edited my launcher settings file from "steam" to "pdx". Then i try to open the launcher with dowser, and it works!. BUT when i try to launch the game from there, nothing happens for a few seconds and then the launcher just closes down. If i try to launch the game with the exe file, then the game starts with no dlc enabled.
Does anybody know what i'm doing wrong?
You need the 1.29 crack.
I simply dragged the 1.29 CODEX files over to the main Golden Century folder. If your game is launching with no dlc enabled, it probably means that your crack is outdated.

(BTW i can hear sound, but no image at all. A window text me that there is a crash -with no specification - and as far as I click "ok"..... end of the game)

If you using mods, this launcher having problems with mods(you can see the flashing picture), or your mods not compatible with other mods, or with the game version.

even if you have 64 bits system you need to run both of them
P.S. I tried downloading the 1.28.2 and 1.28.3 patch also allowing it to access the internet through Windows Firewall but still didn't work...
Everyone with the problem of the game launcher crashing after showing a blank message for 2 seconds, the solution is to:
Re-install the game (update to 1.28.3, the latest update too), allow the game access the Internet through Windows Firewall for the first launch, dismiss the Paradox announcement box, close the launcher, block Internet access through Firewall again. This is due to Paradox's updates across game launchers (see Imperator Rome launcher).
Firewall, then click on advanced settings on the left hand side. It will
open a new window where you can add rules (see Outbound Rules) to block
or allow a program's access to the Internet.
By default, EU4 should have access, but games sometimes add a firewall rule, which is good practice if you don't use a VPN and don't play multiplayer, as you're less likely to get caught by the devs/publishers.
I always add a Firewall rule to block my igg games, but I noticed that
re-installing, updating and adding a specific rule to allow access
through the firewall fixed the EU4 problem. I blocked it right after.

If it still doesn't work at that point, see @Janooooo's method: They clicked the EU4 starter icon dozens of times and started several games until they crashed and the next one said a message about an "ungraceful exit". They clicked skip on that message and started to play the game.
(Also, thrones.exe is definitely not EU4, EU4 is eu4.exe)

Parodox games are often extremely detailed and driven by events and stories (often stories created dynamically from the game's systems) rather than battle after battle.

edit apparently the DLC can be cracked, but you still have to download the entire game. There's no separate download for only the DLCs. Cracking them is up to you to figure out though

For those who may not have DLCs enabled, try to make sure you have the content from the CODEX file in the ISO in your game file :)
You wanna delete everything that's in there.

Hit setup.exe after you unzip the folder with something like Winzip/WinRAR/7zip (the best). You may need to mount the codex-europa.universalis.iv.rule.britannia.iso before this (or after, I can't remember) - right click > mount if you're on windows 8+ or download a mounting tool (google).
In the setup.exe there's an option to copy to the codex, make sure that is ticked. For me the games files were sent to C:\Program Files (x86)\Europa Universalis IV Rule Britannia - look in your Program files and you'll find it, or if you created a desktop icon > right click that > open file location.
Now, go back to the codex-europa.universalis.iv.rule.britannia folder that you unzipped at the start, and copy everything there into the game folder (e.g, the .iso and everything). Then open the eu4.exe and it should work.
If done correctly it should work - you may get an error about not having enough vram, it doesn't matter though.
Update: after turning off all the dlcs and using eu4.exe, it displays the loading screen for a little while, and then promptly disappears.
PS: I downloaded it from Google Drive and the game was already "installed", no setup or any installation, just the game folder. Cracked it and installed the update.

I'm having problems playing Europa Universalis 4 and I tried asking for help in the appropriate page but no one answered so this is my last hope.
So I could download the files from tusfiles just fine, and was able to copy the folder inside the "iso" into my computer. There is no setup file or anything to install
the game. Just the complete game folder.
So I looked for a video tutorial and there is no video specifically for EU4, so I followed the generic video tutorial and it didn't really help. I copied the entire
folder and was able to initialize the launcher and launch the game, but
whenever I try to actually start a game match, be it either a tutorial
or a normal single player match, the game crashes.
There is no message, no error, the game just closes, it disappears into my desktop when I try to start a match.
Please notice I found no crack inside the ISO file.
Also is there a way for me to post error logs.txt here? The game just crashes and
gives no error message so I'm really clueless as to what's wrong.
Perhaps the error log txt file could shed some light on that?
Any help or hint in the right direction would be greatly appreciated!
