If you're using Windows 10, go to Control Panel - Region - Administrative - Change system locale to Japanese then uncheck or don't use Beta : Use Unicode UTF-8 after that restart the PC. Hope working for you.

Extracting rar files and does not ask for password using winrar. When go to launch it specifies I do not have permission to access it. Where do I unlock it with the password? And no, none of the files have been deleted by any antivirus since they are disabled. And thank you very much to the developer of IGG-Games for all the effort you have put into this to bring the games to most of the world.
Try going into to the propeties of the folder and give the computer and your userprofile full acces to the files. It has worked for me with other games.
Are you running the game as admin? Did you try extracting the game to another location and running it from there? Also, try making sure the game folder path isn't too long - I'm not sure that has any impact on access privileges but long paths can cause other technical issues.
What version of Windows do you have and have you installed all the files from http://igg-games.com/black-screen-cant-start-games.html? Also, since it says something about sound render, have you tried checking your audio drivers? I'm not sure what's up since I've never seen this message before - Google isn't helping either.

I'm not sure how true this backstory is, but apparently the developer (Sekai Project) destroyed Shinku Translations (fan translation) that was working to TL this title almost to its completion and then Sekai Project just had to step in and basically steal their work, with a few tweaks here and there, delayed the title for almost a year and call it a commercial release. I'd like some confirmation with this.
Seems that way. I tried looking up CG galleries and they're all censored. So it appears there is no uncensor patch, just one that adds H-scenes with mosaics.
original game is an 18+ game, the one that get translated also the 18+ version, mean that this version doesn't "add" H-scenes, it's the steam version that remove it

yes and i'm saying it's the original, the translated game, the japanese version is 18+, because of steam they cut the h-scene before publishing, the 18+ patch is just a restoration patch, bringing it back to original game, you call sekai project a "developer" is already enough evidence you don't understand this topic at all, sekai project is not developer, they're just english publisher that translate VN, they don't even do redraw like mangagamer to remove the mosaic, nor buy the license of original uncensored CG to add into the game from the developer (pallete), hence my original comment, refer to how after the patch it become the original game, which onlt get translated instead of butchered by censorship like steam version
