why can not I access the link? and there is no notice like "Download Click Here" and just redirecting? I've deleted all history, coockie, and re-install the web (google chrome, mozilla) but the result is the same .. please help me

I can not access again .. and still on the tab "Redirecting" does not appear "Create Link Download" yesterday I can access but now can not be accessed again .. what is my country IP blocked? "Display Block" in Element tools

this IP I tried to change but the same .. before its about 1 week or 2 weeks ago i can access and use the different IP .. but this happened about 1 week can not respond to link and no loading buffering and no logo on taskbar tab
