Don't know if you figured this out already -- your antivirus is probably "securing" the steam_api.dll as a malware threat in its "virus locker' or whatever it calls it. You have to manually restore the .dll file, and then add an exception to the Chronicon folder, wherever you extract it, otherwise the antivirus will continually remove it every time you try to run the app.

Happened to me too, you might want to turn off your antivirus. It usually detects the .dll files as a threat. That's what happened to me, I'm using "Microsoft Security Essentials". It lists the steam_api.dll as a threat.
