Oh, this game? I remember seeing it on Niconico a while back.

The main selling point is that this anime girl does a mesugaki voice. If you're not into hentai, think of it as having a very young sister who talks shit to you about everything you do every day, but deep down, she loves you so much and can only talk shit to hide it, and tries to annoy you to get your attention, very Kindergartener's idea of I love you so I will find a way to bully you. It's one of those contrasting love themes often found in hentai genres. If you don’t speak Japanese, the game isn't as enjoyable. I believe there should be a Chinese voiceover as well, but it’s not listed in the game, so it might still be in production.

For this type of game, my thought is that if the voiceover is available in your language, you can still play it just for fun. However, if the voiceover doesn't include your primary language, then it won't be as enjoyable.

I think mesugaki is a step up to the tsudere tag, but tsudere can be any age and any gender; mesugaki is, as the name suggests, only (mesu) female (gaki) loli

I'd give a "not necessarily" to that last part

I've seen plenty of examples of either canonically adult or at least 'around highschool-and-up'-age characters which could still easily be classified as 'mesugakis'
Some of those examples I'm thinking of are VTubers as well.

I'd say that "mental youthfulness" is necessary, but "young age" itself not nearly as much.

gaki is brat, a bratty character can be a male or female, old or young. It denotes a character archetype, you're close to compare it to tsundere but then for some reason completely misunderstand by saying it only refers to lolis.

The thing is the mesu part (mesu=雌) it has to be biologically female. And gaki is not really "brat", it literally means "little devil", and it has to be "little", else it becomes oni, oni is the large devil, so mesugaki has to be female loli. I speak Japanese, so trust me.

I mean, the terms can be used more broadly to describe something "close enough", just like saying all black females can be described as Ebony. But in the word's definition, only the super dark skinned female can be described as ebony. Most black American females cannot be described as ebony, but people use it anyway. Which I really hate, in my opinion, Ebony has to be a super dark skinned female. Not every "black female" is ebony.
