This runs on win7. The tag horror is not correct, it should be precision platforming/exploration. (aka Metroid/Devil Castle)
The "You're an armless short man who the military kidnapped to make supersoldiers" premise is pretty silly. Chiptune music is pretty neat. Control mapping is excellent that it has testing that allows you to try out your settings and adjust accordingly.
BUT, the slippery movements (some in steam review describe as floaty) in a precision-based level design is a major minus. Some parts of it is just too much I had to resort to cpu throttling. I have checked other's playthrough and there doesn't seem to be boot upgrades of sorts to make you walk less slippery.
Fighting on the other hand feels clunky. One is too much, one is too little.
So it's an exploration game with nice atmosphere (bgm/UI), but not very good controls (the main course of the genre), which dooms this to be more suited to a specific niche.
And Full Controller Support is for Xbox only.
