click on the shortcut and then on properties and write at the end of the textbox that says target which should be something like this which i did for the walking dead saints and sinners
F:\TWDSaintsAndSinners\TWD\Binaries\Win64\TWD-Win64-Shipping.exe -steam
only yours is obviously different depending on the game

You have to place it outside the quotes. Rather than \WrenchGame.exe /VR" do \WrenchGame.exe" /VR

It appears the main issue is that you forgot a closing quotation, but yes it should keep VR outside of the closing quotation mark
